【摘要】 加强党的执政能力建设，提高党的领导水平和执政水平，是党的十六大在新世纪新阶段提出的重大课题。本文以新时期中国共产党执政能力建设为研究对象，深刻剖析了执政能力建设是当前执政党建设的重大课题，系统研究了党的执政能力建设的基本理论、核心内容和主要途径，从中揭示出执政党执政与建党、执政与治党、执政与为民的内在逻辑关系，并总结如下带规律性的认识：党的执政能力建设是一项系统工程，要靠党的各个方面建设的协调，党的执政能力和执政水平的提高，不但要落脚到党的各级领导干部素质的增强上，而且要落脚到党的领导体制和工作机制的进一步完善上，最终要靠制度建设来解决问题；加强党的执政能力建设，不但在于巩固党的执政地位，而且在于执政兴国、执政为民，实现党的执政使命。更多还原

【Abstract】 Content: Strengthening the construction of reigning capability of the Communist Party of China to promote the Party’s level of leading and ruling standard is the significant project posed by the CPC’s sixteenth congress in the new century and new era. The dissertation refers to the building of governing capability of CPC in the new age as the research object, dissecting profoundly that the construction of ruling capability is the vital task of contemporary reigning party’s self-construction; probing systematically the fundamental theory, the core content and the main way of the building of ruling capability of CPC; promulgating from the paper the inner relation of reigning with building a party, ruling with running a party and governing and serving masses of the party in power; thereby inducing the following understanding with law: The construction of reigning capability is a systematical project, which requires the harmonization of every construction of CPC. To enhance the Party’s governing capability and ruling standard need improve the quality of the Leading cadres but also consummate the leading institution and operation mechanism of the Party, ultimately the Party’s improvement of regulations is the guarantee. Reinforcing the construction of reigning capability of CPC is not only to consolidate its ruling position but also to govern for the nation and for the people, finally to fulfill the ruling mission of the Communist Party of China.更多还原
