【摘要】 据测算，我国耕地承载人口的合理数量为8亿，最大理论承载量也只有15亿，而1998年末我国人口已达12.481亿，2020年将到达15亿，最高峰将达到16亿(谭术魁，2001)。在巨大的资源压力下，1996年原国家土地管理局正式提出了耕地总量动态平衡的目标。作为实现耕地总量动态平衡的最重要、最直接、最有效的途径和手段，我国的土地整理在上世纪末开始了大规模高质量的投入。 随着这项工作的力度不断加大，规模不断扩大，在初期发挥了重大作用的政府投入、实施、管理于一体的“行政主导式”的土地整理组织运行模式，逐渐暴露出难以克服的弊病。融资渠道单一、资金缺乏、规划设计不到位、缺乏公众参与、产权与利益分配制度不完善等问题，严重影响到土地整理工作的质量和效益。 面对实践中的困难，我国各地区根据不同经济发展及土地后备资源现状，自发的开始了土地整理市场化、社会化、企业化的实践。在不断的探索中，土地整理产业化的雏形微露端倪，在发达地区，更有燎原之势。而不相应的是，关于土地整理组织模式创新和产业化发展趋势的理论和政策是滞后的，相关的系统研究值得期待。 直面这一现实，本文结合苏南地区农地整理产业化的实践和城市建设用地整理的试点实践，尝试从“产业”和“产业化”内涵分析的角度科学地探讨了“土地整理产业化”的合理内涵，系统的评价现有土地整理产业化的发展现状，设计出完善的土地整理产业化发展战略下的政府职能、项目科学管理和项目融资方式。此外，本文将完整的城市土地收购、整理、出让的储备运行体系界定为城市土地整理产业化的雏形模式，并为城市土地整理提出了综合整理产业化的发展目标。在文章的最后本文提出实现土地整理产业化所必要的政策保障体系。 通过系统完整的分析，本文得出的可能有益的结论有：(1)土地整理产业化的实质是土地整理组织运作模式的变革。从特征上看，土地整理产业化要实施的是从规划设计、项目实施到开发建设的每一过程都引入市场化机制的“全程产业化”发展战略。(2)完善的土地整理产业化模式下，政府角色严格定位于“行业管理者”，职能限制于立项、审查、审批和验收。土地整理作为一个完善的行业，其项目操作实行科学的项目管理，在融资上将超越公司融资而引入项目融资的模式。基础设施建设的PPP模式为其项目融资提供了全新有效的模型。(3)对于农地整理产业化的实践，土地整理和区域农业的相互引导是农地整理区的发展特色之处.(4)“政府立项，企业运作”的城市土地综合整理产业化模式实现了土地整理项目前期规划设计、中期项目实施和后期开发建设的一体化经营，超越了土地整理全程产业化的发展模式，是城市土地整理产业化的发展目标。更多还原

【Abstract】 Faced to the well-known considerable pressure on the land resource, in China ,large scale of high quality input has been taken to the land arrangement from the end of last century. With continuously increasing intensity and scale of this project, the "administrative leading type" arrangement organization operation pattern which contains government input, implement and management as a body, though has played a great role in the initial stage, gradually exposes drawbacks hard to deal with. And the quality and efficiency of the land arrangement program has been influenced seriously by many problems, such as unitary financing channel, capital shortage, never go-to-position plan and design, lack of public participation, incomplete system of property right and the benefit assignment degree, etc.Considering the difficulty in practice, according to economy development level and present situation of land reserve resources, practices of market - melts, socialization and enterprise -melt have spontaneously been carried out in many areas of our country. In unceasing explore, land arrangement has been germinating and especially in developed area has a promising tendency. However, which is not corresponding is that arrangement organization pattern innovation and the industrialization development tendency and policy are lagging, and then related systematic research is under expected.Straightly faced to this reality, combining farming land arrangement industrialization and the city construction land experimental unit practice in the south area of JiangSu, with analysis of" estate " and " estate melt", reasonable intension of " land arrangement industrialization " has been expressed scientifically and its present development situation evaluated. Then project financing way and scientific management and the government function under strategy have been installed in perfect land arrangement situation. Besides, in this paper complete deposition circulation system of city land purchasing, arrangement and delivery is considered as the rudiment mode of land management. Meanwhile synthesized arrangement industrialization isgiven as the goal and in the end of this paper critical policy guarantee system is referred for arriving at it.Through complete systematic analysis, the possible beneficial conclusion in this paper come as follows: (1) The essential of land arrangement is reform of the running pattern. Characteristically speaking, see that land is arranged , what estate melt to want enforcement is that implement each course of development construction from program design and project, lead into market to melt, mechanism " the estate of whole journey melt" develop strategy. (2) In perfect land arrangement industrialization pattern, government should be strictly located as "profession manager", only with function of projecting, censoring, approving and accepting. As a perfect trade, land arrangement should implement project management scenically and on financing should surmount company’s mode to the pattern of project financing, the PPP pattern of infrastructure construction has offered brand-new effective model for it. (3) In farming land arrangement practice, land arrangement and regional agriculture channel with each other and become characteristics in these areas. (4) the pattern of "government project approving and enterprise running " for city land synthesized arrangement has realized bodily management in which land arrangement program is designed in the first stage , carried out in mid-term and in the later stage exploitation and construction are completed, and it surmounts the one of whole-course industrialization, is the development goal.更多还原
