【摘要】 进入90年代以来，国际金融市场上出现了一种新型的银行形态—网络银行。网络银行提升了银行业的竞争优势，但同时也带来了一系列风险。由于网络银行正处于初步发展之中，因此，有关网络银行监管问题的研究还处于初级阶段。 本文对网络银行的风险成因进行了深入剖析，分析了金融当局、商业银行以及电子货币发行机构面临的不同风险种类。在界定我国网络银行风险监管的主要框架和内容以及综述美国及欧洲网络银行风险监管现状和措施的基础上，提出了我国网络银行监管的指导方针和原则，提出了建立我国网络银行风险监测预警系统的具体构想，构建了网络银行风险监测预警指标体系，分别给出了金融当局和网络银行对网络银行风险进行监管和规避的具体策略选择，包括：从严整顿和规范外部审计机构，强化外部审计机构对网络银行的审计工作；调动社会力量，充分发挥社会监管的作用等等。 最后，本文还分别建立了对网络银行的违规行为进行监管问题的静态博弈模型和动态博弈模型，求出了博弈各方的纳什均衡解，并就博弈均衡解的政策含义进行了阐释，得到了若干有价值的研究结论。更多还原

【Abstract】 The new form of banking “inter-banking” appeared when entering 1990s. Inter-banking not only brings a lot of advantages of competition, but also brings a lot of risks. Because of the continual developing of inter-banking, the research of supervision of inter-banking is also a new thing. This article has made deep researches of the factors of inter-bank’s risks and listed all of the risks that finance bureaus and commercial banks and issuing propagandas of electronic money facing. Through making sure the main contents of our country inter-banking risk supervision and introducing the current supervision situation and methods of bank risks, the article has given the principle of the bank supervision, designed the model of effective supervision and alarm system of inter-banking and made up with the tactics of finance supervision bureaus and inter-banking and other tactics, of which are: strengthening the auditing work of the inter-banking external auditing propagandas; making use of the supervision of society. Finally, the static and dynamic game models about the supervision of inter-bank and the Nash equilibrium of the models are given. After that, the political means of the outcome is explained and valuable results are conducted.更多还原
