【摘要】 花卉业是社会经济发展中的一个重要的行业，入世后的国内花卉业发展将会出现一些新的问题。系统地研究世贸规则对花卉业发展的不利影响，有针对性的提出花卉业发展的对策，是一项战略性研究课题。 本文根据查阅大量文献和实际调查的资料，全面分析加入WTO后，我国花卉种业、鲜切花产业和盆景业受到的源自WTO有关知识产权保护、市场准入及关税减让、绿色壁垒等规则的不利影响。由于我国花卉种子、种球、种苗对国外进口的高依赖性和国内对知识产权保护的普遍忽视，入世后，我国花卉种业在国际花卉界的信用问题将严重阻碍花卉业的品种更新进程，越来越严厉的侵权处罚，使从事花卉种业的企业可能遭遇到生存危机并对整个花卉业产生连锁反应；由于国内生产的切花在品种结构和品质方面的缺陷，国内市场上国产切花的份额会受到巨大的冲击，反过来又对国内种业产生不利的互动反应；由于我国盆景生产的方式以及有害生物的问题，绿色壁垒成为我国盆景出口的瓶颈。 研究认为，WTO的相关规则对我国的花卉种业、鲜切花产业、盆景业的不利影响是制约我国花卉业发展的主要因素之一。因此，必须加快建设我国自己的种子、种球、种苗生产体系，提高鲜切花的品质，发展生态化盆景，才能加快我国花卉业发展的步伐。更多还原

【Abstract】 The flower industry is very important in the economical development. After China became a member of WTO, there were many new problems in flower industry. Therefore, it is a very important task for the development of flower industry to study the influences brought by WTO and to set forth countermeasures for development of flower industry.Based on the data from references and actual surveys, the influences brought by WTO on the industries of breeding, fresh cut flower, and baisen were analyzed. The credit crises of enterprises in China in international markets will results in many problems during the updating processes of flower species and cultivars, because seeds, corms, bulbs, seedlings of many favorable flowers sold in our country come from other countries and we have ignored the protection of knowledge property rights. Those enterprises of flower breeding will meet problems with survive, bringing a series of serious effects on the whole flower industry in China because the enterprises suffer from more and more serious punishment due to knowledge property rights. The market proportions of native flowers produced by the enterprises will decrease, resulting in many serious effects on the whole flower industry in China because the enterprises are deficient of the abilities to increase the enrichment of flower species and cultivars and the quality of fresh cut flowers. The green vallation was the main obstacle for the export of baisens because of the production manner of baisens and harmful organisms in baisens.According to these analyses described above, it is suggested that the serious influences of WTO on flower breeding, production of fresh cut flower and baisen production are one of the main factors that limit development of flower industry in China. Therefore, the system of seed and seedlings production must be established rapidly, quality of fresh flowers must be increased soon, and ecological baisens must developed fast, thus flower industry in China developing more fast and more smooth.更多还原
