企业人力资源情报研究

【摘要】 人力资源是企业的第一资源已经成为大家的共识。21世纪的企业竞争,将主要是科技的竞争、智力的竞争,归根到底是人力资源开发及其潜能充分利用的竞争。人力资源部门所面临的信息也越来越多,如何从众多的信息中寻找本企业所需要的人力资源信息——人力资源情报,也将成为大家关注的焦点。随着新技术的进步,要求企业建立人力资源情报系统,它不仅能提供实时和准确的数据,更重要的是能应用于控制沟通和决策的目的。 本文结合企业竞争情报理论和人力资源管理理论,借鉴其他国家企业的竞争情报经验,对企业人力资源情报的需求、收集、分析、沟通和反馈问题进行了研究。 首先,本文较为全面地评价了国内外企业竞争情报的研究和应用现状,并对人力资源情报的概念进行了界定。接着对企业人力资源的情报需求进行了系统的分析,并对企业人力资源情报需求进行了分类总结;接着阐述了企业人力资源情报的收集方法和分析方法以及对企业人力资源情报的评估和反馈;最后,提出了通过建立企业人力资源情报系统来有效收集和应用人力资源情报,从而保证人力资源情报在企业内部的畅通,为企业的战略和战略决策提供依据,并对人力资源情报系统与企业情报系统的关系进行了初步的研究。愿国内企业重视并做好企业人力资源情报工作,最终企业会从中大受益处。

【Abstract】 It is a common view that the human resources have become the first resource of the enterprise. The enterprise competition in 21st century will be the competition of the science and technology mainly and the competition of intelligence, it is the competition of the human resources development and latent energy fully utilized in the final analysis. Human resources department has to face more and more information, how to look for this human resourcesinformation that enterprises need from the numerous information--human resourcesintelligence, wfll become the focus that everybody pays close attention to. With the progress of the new technology, the enterprise is required to set up the intelligence system of human resources, it cannot merely offer the real-time and accurate data, and the more important thing is that can apply to the purpose to control communication and decision.This paper combines the competitive intelligence theory of the enterprise and human resources theory, using the competitive intelligence experience of other enterprises of countries and regions for reference, and has studied the human resources intelligence question of the enterprise.First of all, the paper has appraised the research of the domestic and international enterprise’s competitive intelligence and the development of the current situation completely, and has defined the human resources intelligence. Then the paper has analyzed intelligence demand of the enterprise’s human resources systematic, has classified the human resources intelligence demand of the enterprise, and has explained the collection methods and the analytical methods and assessments to the human resources intelligence of the enterprise. At last, the paper has proposed that the human resources intelligence is collected and used effectively through setting up the human resources intelligence system of the enterprise, thus the enterprise can get human resources and human resources intelligence in time, and has carried on preliminary research of the relation between the intelligence system of human resources and the enterprise’s intelligence system. I hope domestic enterprises take human resource seriously, and enterprises wfll benefit from this system finally.
