学区体育——学校体育与社区体育整合的新模式

【摘要】 现代体育的终身化和社会化趋势，要求应大力开展全民体育，要求应为人们在不同时期、不同环境下的健康生活提供体育活动的机会。为此，人们开始关注“社区体育”。社区作为一种新型的社会管理体系，为社区体育的发展提供了适宜条件。 本文以鞍山市为例，从活动站点、活动人口、活动时间、活动场所、活动内容和活动的指导员等方面，对社区体育活动的现状进行了较为详细的调查，概括出目前社区体育在设施、人才和经验等存在的主要问题。 文中对学校体育对社区体育发展的功能进行了论述，认为拓展学校体育的功能，大力开展学区体育，是解决目前社区体育问题的重要途径和发展社区体育的重要模式。 文中探讨了学区体育的含义、意义和结构，认为应对学校体育和社区体育进行有效的整合，开展以学校为中心的学区体育模式研究；文中从以下5个方面提出了学区体育发展的策略： 1．建立学区体育组织。通过由行政、学校、居委会和企事业单位代表为主构成的学区体育委员会，来组织、协调学区体育活动，保证学区体育活动开展的计划性。 2．提供多种体育服务。这些服务主要包括：提供场地和设施服务、提供体育指导和咨询服务、提供体育组织管理服务和制定体育活动发展规划。 3．开展多种形式和内容的学区体育活动。根据学区体育活动人员的的年龄、职业、性别及学历特点，有计划地开展保健型、娱乐型、社交型和竞技型等多种形式和内容的体育活动。 4．通过俱乐部、培训、辅导、比赛、娱乐等活动，来发挥学区体育专门人才和体育骨干在学区体育发展中的作用。 5．通过体育场馆与社区体育的衔接、组织管理与社区体育的衔接、教学内容与社区体育的衔接、组织形式与社区体育的衔接等，来加强学校体一育与社区体育的整合。更多还原

【Abstract】 Modern sport has a trend of being social and lifelong, which demands the opportunity for people to live healthy lives in different periods and different environment. Because of this, people begin to fix their eyes on the Community Sport. The Community, which is a new kind of society-running system, offers suitable conditions for the development of the Community Sport.This paper, take Anshan as an example, made a detailed investigations of the circumstance of the sports activity, according to the preliminary analysis made in terms of the present situation, the organization, the participants, the activities, the instructors, the funds and the arenas. And based on this, the main problems on the installment, talents and experiences has been summed up.The paper, which discourses the function of school sports to the community sports, puts for word the important patterns and strategy of solving the problems and developing the community sports.The writer thinks that the study on the conformity of the school sports and the community sports should be put forward, based on the meaning, the significance and the structure of the education-district sports. In terms of this, the strategy of developing the Education-district sports has been offered in fire aspects:1.Establishing the EDS System.To proceed the activity of EDS Schematically through forming a sports committee with the represents from different circles like schools, executives, residents and so on.2.Offering different kinds of sports service including the offer of the funds, instructions consultation and management, etc.3.Proceeding different kinds of EDS activity. According to the age, occupation, sex and antecedents, different kinds of sports activity should offered.4. Output the effect of the talents through clubs, training, matches, etc.5.
