【摘要】 国家证监委1997年11月出台了《证券投资基金管理暂行办法》，其中明确指出“促进证券市场的健康、稳定发展”是发展证券投资基金的主要宗旨。我国政府在大力扶持证券投资基金的同时也对其稳定股市的积极作用寄予厚望。但是，在证券投资基金的实际发展过程中，其到底能否对股市起到稳定作用一直是舆论争论的焦点。本文首先从理论上分析证券投资基金对股市稳定的影响具有双面性；接着从实证角度分析，得出结论：我国证券投资基金对股票市场稳定的作用并不尽如人意，在一定程度上加大了股市的波动性；但这是由我国证券投资基金所处的特定内、外部环境所造成的；最后，本文就如何促使我国证券投资基金更好发挥其正面作用的问题提出了政策建议。本文理论与实证相结合，采用层层深入的分析方式，论证全面、客观，研究成果具有科学性和一定的理论指导意义。更多还原

【Abstract】 China Securities Regulatory Commission published "Security Investment Fund Management Temporary methods", which brings forth clearly: " ’Promoting the healthy and stable development of stock market is the main purpose of developing security investment fund. Our government places great hopes on fund’s positive function on stabilizing stock market when gives energetic support to security investment fund. In the course of fund’s development, what function did security investment fund do on stabilizing security market is the point at issue. The article analyses two-sided function on security market by security investment fund in theory aspect. After that, the article analyses the real function security investment fund did on our stock market in these years in quantitative aspect, and research for all kinds of internal and external reasons. Finally, the article gets conclusion and brings forth suggestions for making security investment fund does better function on stabling security market. The article combines theory with quantity, analyses deep layer upon layer, demonstrates overall and objectively, research result is scientific and possesses certain theoretical guiding significance.更多还原
