我国市场经济条件下社会中介组织的建设与发展研究

【摘要】 “中介”这个词进入中国的社会生活领域,不到十年光阴。然而,中介行业在经济生活乃至社会生活中扮演的角色,已经越来越不容忽视。随着社会主义市场经济体制的完善和政府职能的转变,社会运行机制中出现了新的大片空间,为中介组织的更大发展提供了宽阔的舞台。与此同时,伴随着社会中介组织的兴起,对社会中介组织进行规范、管理和研究显得尤为必要。 本文运用政治学、管理学、行政学、社会学等学科的基本原理对社会中介组织进行了比较全面的分析和探讨。 本文除引言之外共分三个部分: 第一部分阐述了社会中介组织的基本概念和有关理论。在对历史上有关社会中介组织的界定进行比较分析的基础上,我们认为,社会中介组织是按照一定的政策法规,承担一定的社会性、公益性或服务性事务,以沟通政府与社会之间的关系,为社会提供广泛服务的社会自律性组织。它具有独立性、公益性、公正性、自律性等特点和社会服务、社会沟通、监督管理、市场调节等功能,发展社会中介组织对培育和发展市场体系、推进行政体制改革中政府职能转变以及加速社会化发展均具有重要意义。 第二部分分析了我国社会中介组织发展的历史进程和现在存在的有关问题。我国社会中介组织经过了转变——分散化阶段、萎缩——消失阶段、回归——制度化阶段后,现在在社会和经济的发展中出现了与政府间的关系未理顺、导致内部管理体制混乱,有关法规制度和自律机制不健全,发展不均衡,整体布局不合理以及社会中介人员整体素质有待提高等问题。 第三部分探讨了促进社会中介组织建设和发展的有关对策。我们认为,社会中介组织建设和发展的目标是,根据经济和社会发展总体规划,加快培育和发展一批符合经济和社会发展方向、布局合理、门类齐全、素质较高、规模较大的社会中介组织,使其成为经济建设和社会发展中最为活跃的组成要素,成督羔氯为联系政府与企业、政府与社会之间的桥梁和纽带。为此,政府要通过规划与引导、提供信息与服务、规范与管理、监督与检查及运用适当的协调方法与手段来发挥培育与发展社会中介组织的主体作用;同时需要通过法律制度如社会中介组织管理法律法规、社会中介组织机构法律法规、社会中介组织行为规范制度等明确社会中介组织的性质定位;另外,社会中介组织也要加强自身建设,通过建立三大机制—竞争机制、责任机制与自律机制,调整和充实机构设置,加强自身的制度建设,建立人才的培训吸纳机制,提高内部人员职业道德修养整体水平等措施使社会中介组织走上良性发展的轨道。 概而言之,本文从选题、立论到对策研究中的有关制度设计等方面力求创新。面对社会中介组织这一新生的事物,本文抓住了其强烈的时代性、发展性和实践性,从社会协调、经济发展、政府管理等方面进行了追因溯源和分析论证,同时以政府、法制、中介组织自身为三个主要切入点,对社会中介组织的建设和发展展开了实质性的思考,如提出政府实施“硬性协调”和“软性协调”相结合的手段,社会中介组织需要建立三大机制—竞争机制、责任机制与自律机制等等,尽管这些观点不尽完善,但也许对目前还未成熟的社会中介组织的发展有一些参考价值。

【Abstract】 It’s hardly 10 years since the word "intermediary" came into various fields of China’s social life. However, the role of this new profession that plays has been more and more important and conspicuous. With the development of the socialist market economy system and the transition of government’s function, a lot of new space has appeared in the social operating mechanism, which supplies a broad stage for the intermediary on a large scale. Meanwhile, with the rise of the social intermediary, the criterion, management, and study of this new profession are particularly essential.This paper contains some overall analysis and discussion on intermediary organizations with the help of related theories of political science, management, administration study and sociology, etc. Altogether it has been divided into threeparts:1. An explanation of the basic conception of the social intermediary and relevant theories. Based on some comparative analysis on the concept of social intermediary in history, we think, the social intermediary is a self- disciplining organization that takes on social, public welfare or service affairs according to certain policies and regulations, in order to link up the relationship between the government and the society. It has some characteristics like independency, publicity, equity and self-discipline... etc, and functions as social service, social communication, supervised management and market regulation. The development of social intermediary can be very important for the development and cultivation of the market system, the transformation of the government functions and the acceleration of the social evolution.2. An analysis of the historical process of social intermediary in our countryand relevant problems existing now. After the social intermediary of our countryexperienced stages as Change- the dispersive period; Shrink-thedisappearing period; and Return-the institutionalized period, problems like thedisorder of the inter-governmental relationships, confused interior management system, imperfect relevant regulation and self-discipline system, and the deficiency of high-qualified employees are still waiting to be solved.3. An exploration of some relevant countermeasures of social intermediary in its founding and development. In our opinion, the aim of the founding and development of social intermediary is: To speed up the development of a group of bigger intermediary organizations that are rationally distributed, completely categorized and high-qualified, then turn them into the most active key element in economic construction and social development, and the tie or bridge between government and enterprise, or government and society. For this reason, the government should use methods as programming and guiding plans offering information and services standardizing and managing regulations supervising and checking with proper means to bring into play the subject function of intermediary; At the same time, it’s necessary to pass a legal system like the social intermediary’s organizational management laws and other regulations to definite the character of social intermediary organizations. In addition, the social intermediary also should strengthen its self-building through setting up three major mechanisms: The competition mechanisms, the responsibility mechanisms, and the self-discipline system. And also, to adjust and substantiate the structure of the organization, strengthen its own institutional improvement, set up its talents’ training mechanism, and improve the employees’ personnel professional ethics, train their integral level will help the social intermediary to get onto the right track of development.To sum up, the paper has created some new ideas from the title-selection, thepoint-making and the design of new systems in the study of countermeasures. In the face of the new concept of social intermediary organization, the paper has explored its origin and analyzed its future through society regulation
