哈尔滨锅炉厂有限责任公司的发展战略案例研究

【摘要】 哈尔滨锅炉厂有限责任公司是国有大型企业,在计划经济时期,哈尔滨锅炉厂有限责任公司几乎荣获共和国颁发给企业的所有荣誉,然而在经济体制由计划经济向市场经济转轨时期,尤其是1995年以来,经济效益大幅度下滑。到1999年,公司维持正常的生产经营已相当困难。因此,哈尔滨锅炉厂有限责任公司根据内、外部环境及企业自身特点制定出了科学合理的战略措施,以建立约束和激励作用相统一的新机制为目标,不失时机地进行了公司领导体制、管理体制、组织机构、用工制度和分配制度等一系列的内部配套改革,使企业的活力与凝聚力有了较大幅度的提高。同时坚持强化企业管理,以科学有效的管理巩固改革成果,使企业形成新的良好生产经营工作秩序,使企业的经营管理水平跨进了国内一流行列。经过两年的努力,终于摆脱困境,再次走向辉煌。 可以这样说,哈尔滨锅炉厂有限责任公司的发展过程中所遇到的问题,在目前国有大中型企业中普遍存在。改革旧的体制,建立现代企业制度是企业发展的唯一出路。本案例试图寻求一条适合我国国有大中型企业以及民族工业发展的道路。

【Abstract】 Harbin Boiler Co. Ltd.(HBC) is a state-owned, large-scaled company. During former planned-economy period, It had gained almost all honors from our factory. But our country is in the progress of changing planned-economy to market economy. After 1995, HBC suffered a sharp profit-loss. In 1999, HBC even felt rather difficult to maintain daily operation. Based on Outside and inside conditions change, HBC had made scientific and rational strategy adjustments. In order to set up new stimulation and interaction mechanism, HBC has reformed its leadership style, management system, organization structure, employment and payment polity. Therefore, great improvements have been made on winning vigor and alteration. Meanwhile, HBC has reinforced the achieved reform results, got production and operation to a new and healthy order, Which made company management to national first-class lever. After two years struggle, HBC splendid future has solved many problems.The problems, which troubled HBC, are common to all stated-owned, medium and large-scaled enterprise. The only right solution is to reform old system and set up modem enterprise system. This case tries to guide a road to lead not only our state-owned medium and large-scaled enterprise, but also national industry, to a fast development.
