教育财政:实证分析与政策建议

【摘要】 本文提出了“教育财政”的概念,并结合中国实际对教育财政进行了实证分析和规范研究。全文由四部分组成:第一部分提出了教育财政问题。第二部分诠释了“教育财政”的概念。根据教育服务的经济性质,可以认为“教育财政”是指政府部门为提供具有公共物品性质的教育服务而筹措、运用和管理经费的活动。笫三部分对近十多年来中国教育财政进行实证分析。总体来看,教育财政绝对规模是逐步扩大的,但相对规模却在萎缩。教育财政体制结构和教育支出结构都欠合理。在教育经费总量不足的同时,却又存在教育资源的浪费现象。第四部分就“十五”期间中国教育财政的发展提出政策建议。主要包括:强化政府预算约束;完善教育财政体制;拓宽教育财政的收入来源;改进教育拨款方式;提高教育财政管理效率。

【Abstract】 At first, the thesis defines the concept of "public finance of education " ,then , on the base of China’ s reality, the thesis makes an empirical and normative analysis . Above all, the thesis composes four parts: In part one, the author puts forward the problem of public finance of education. In part two, the author defines the concept of "public finance of education ". Public finance of education is an activity, in which government department collects and uses and administrates education expenditure in order to provide education services with the nature of public goods. In part three, the author makes an empirical analysis on the coursing of China ’ s public finance of education for the last ten years. On the whole, the absolute scale of public finance of education is gradually increasing, but the relative scale is shrinking. The system of public finance of education and the structure of education expenditure are unreasonable. Though the total amount of education expenditure is insufficient, there is serious waste. In part four, the author suggests policy proposals as for the development of China ’ s public finance of education during the period of fifteen plan. They are: reinforce government budget restriction; consummate the system of public finance of education; add the sources of income of public finance of education; reform the means of education grants; improve the administration of education expenditure.
