【副题名】建立HSE管理体系，支持企业战略目标的实现

【摘要】 HSE管理体系是国际石油石化行业通行的安全、环境与健康一体化管理模式，本文分析了HSE管理体系对实现企业战略目标的积极作用，介绍了中国石油化工股份有限公司广州分公司HSE管理体系的建立与实施方案。全文由案例和案例分析两部分组成。 第一部分介绍了中国石油化工股份有限公司广州分公司的概况、面临的安全环保压力，中国石油化工股份有限公司战略体系，国际HSE管理体系，中国石化集团公司的HSE管理体系；详细描述了广州分公司安全、环保与健康的管理现状。 第二部分根据企业战略的不同层次，分析了建立实施HSE管理体系对实现企业战略的作用；通过对管理现状的分析，提出广州分公司建立实施HSE管理体系的重点任务和对策，独创性设计了涵盖ISO14001(环境管理体系规范及使用指南)和GB／T28001(职业健康安全管理体系规范)要素并与ISO9001(质量管理体系 基础和术语)初步兼容的广州分公司HSE管理体系；阐述了广州分公司HSE管理体系的建设过程和经验及取得的实效，独创性发明编写了体系实施过程中的关键运行控制文件《作业HSE管理指南》；找出了存在的问题和探索的方向。 广州分公司HSE管理体系的建立与实施，为资本密集型、技术密集型、具有高风险的国有企业，尤其是石油化工企业，在面对与国际同行竞争，参与国际市场竞争，提高安全、环保、健康管理水平，支持企业战略的成功实施，提供了具有实例借鉴的参考。更多还原

【Abstract】 HSE management system is now globally complied in petroleum and petrochemical field as an integrate managing mode of safety, environment and health. This thesis analyses the positivity of HSE management system for an enterprise to achieve its strategic targets, and introduces the establishing process and implement scheme of the HSE management system of China Petroleum and Chemical Corporation Guangzhou Branch(Sinopec Guangzhou Branch). The thesis consists of two parts: case and case analysis.In the first part, the general introduction, the facing pressure of safety and environmental protection of Guangzhou Branch are conducted, and the international HSE management system and that of China Petrochemical Corporation and the current managing status of Guangzhou Branch are recounted.In the second part, the positivity of HSE management for an enterprise to achieve its strategic targets is analyzed on different strategic levels. Based on analysis on the current managing status, key targets and countermeasures are pointed out, the author originally designed the HSE management system for Guangzhou Branch, which contains all elements of the ISO 14001 (environment management system) and is mainly compatible with the ISO9000(quality management system). Afterwards the establishing process, experience and performance of the HSE management of Guangzhou Branch are described. The job guideline of HSE, which is the key operational control document, is originally developed. Some existing problems and research directions are also suggested.The establishment and implementation of the HSE management system of Guangzhou Branch sets a good example for capital-intensive, technology-intensive and high-risk state-owned enterprises, especially petrochemical firms, to improve their management of safety, environment and health, supporting the achievement of their strategic targets and enhancing its competitive power in the world market.更多还原
