项目后评价案例研究

【摘要】 项目后评价是项目周期中一个不可缺少的重要环节，是项目决策管理不可缺少的重要手段，它对改进和完善项目决策水平，提高投资效益具有重要意义。 本文对国内外项目后评价的产生、发展进行了回顾和总结，并系统地阐述了项目后评价的理论基础、方法、指标体系和工作程序。在此基础上运用系统评价法对株洲冶炼集团公司铅烧结烟气治理项目进行了后评价，评价中对项目前期准备工作、建设实施和建成投产情况做认真的总结，对项目完成前后的主要技术经济指标进行了对比分析，并用项目成功度评价表进行了分级评价，根据对各项目指标的相关重要性及评定等级评价，项目总评为A。文章最后就我国项目后评价工作的现状提出了对策和建议，以期为我国项目后评价的发展积累经验。更多还原

【Abstract】 Project subsequent appraisement is an indispensable process in a project cycle, and an important means of project decision management. It is significant to the improvement and perfection of project decision-making and the increase of economic benefits.The theory of the beginning and development of subsequent project appraisement are reviewed and summarized in this article. This article also expatiates on the theory basis, method, index system and procedure of project subsequent appraisement systemically . A case study of project subsequent appraisement of the off-gas treatment of lead sintering machine is given in this article, and the advance preparations, construction and completion of the project are summarized; and the main technical and economic index are analyzed in comparison in this article. The project is graded A by use of project success appraisement chart. Finally, according to the problems existing in project subsequent appraisement and the status quo, countermeasures and suggestion have been put forward to help the accumulation of the experiences of the practice of project subsequent appraisement in our country.更多还原
