论中国技术引进机制

【摘要】 技术引进是一个复杂的系统工程，在整个系统运行过程中，涉及到行为主体、信息传递、资金投入等诸多因素。因此需要一个良性的循环机制将这些因素有机地结合在一起，才能使技术引进活动顺利进行。本文正是从这个角度出发进行研究分析的。全文共分为四部分：第一部分：技术引进运行机制模型及理论分析。技术引进运行机制模型分别讨论了技术供受双方在技术贸易中所采取的措施与对策以及相关要素分析；而理论部分则是从技术差距、需求资源关系及技术进步的角度进行分析。第二部分：技术引进的宏观控制。该部分分析技术引进的宏观控制中存在的两对主要利益关系：技术引进国与技术输出跨国公司的关系；技术引进国政府与技术引进企业的关系。通过行为分析与激励、约束机制的设计构成了一套较完整的技术引进宏观控制机制。第三部分：中国技术引进机制分析。回顾中国技术引进五十年来的发展情况及每个阶段的特点；分析中国技术引进目前存在的急需解决的问题。第四部分：建立技术引进良性循环机制。这部分是本文的主体部分，中国技术引进需要建立一个良性的循环机制，从两个方面即：宏观机制与微观机制来分析讨论。宏观机制涉及到技术引进创新政策、基础设施建设、国际技术合作、金融、税收财政政策、法律等诸多方面，微观机制涉及到企业制度创新、企业家制度的建立及R&D（研究与开发）的组织与管理三个方面。更多还原

【Abstract】 The importation of technology is a complicated systems engineering and concerns many factors including conducting principal、information transfer and capital input ,etc. To establish a positive circulating mechanism and make all these factors combine organically is essential to insure the importation of technology be in progress successfully. This essay is just based on the direction and make research and analysis.The essay is included four parts:Part Ⅰ, the importation of technology mechanism’s model and theory. The model discusses the measures and countermeasures taken by the supplying and demanding parts of technology during technology trade; and the theory includes technology difference、the relationship of demanding resources and technology progress.Part Ⅱ, macroscopic control about importation of technology. There are two pairs of interested parties: technology importing country and technology exporting multinational corporation; the government of technology importing country and technology importing enterprise. A more all-round macroscopic controlling mechanism about importation of technology is established by analysis of behavior and designs of encouragement and control.Part Ⅲ, the analysis on China’s mechanism about the importation of technology. In this part, we first discuss the characters of every stage in the history of China’s importation of technology during the past fifty years; and then enumerates some existing problems at present waiting to be solved.Part Ⅳ, establish a positive circulating mechanism. This part is the main body of the essay. There are two aspects: macroscopic mechanism and microscopic mechanism. In macroscopic mechanism, we discuss the policy of innovation during the importation of technology、the establishment of infrastructure、international technology cooperation、the policy on tax and finance、law，etc. The microscopic mechanism is<WP=4>concerned about innovation of enterprise’s system、establishing enterpriser’s system and organization and management on R&D.更多还原
