基于电子政务的舟山市港航运政系统的研究与开发

【摘要】 电子政务是以互联网络为代表的现代信息技术与传统政务活动相结合的产物。它的出现与发展必将对传统的政务活动产生巨大而深远的影响。也必将使传统的政务活动从以低效、繁杂为特征的状态中解脱出来。从而加速信息资源的利用与共享。 本文对电子政务的内涵进行了深入的分析，将电子政务的概念从目前较为狭窄的范围中拓展开来，指出电子政务有广义与狭义之区分，而不应只注重“电子政府”这一狭窄面的形式；同样，在电子政务的发展过程中，也不应只注重这一狭窄面的发展，因为公共事务的管理与处理要比单纯的政府行为普遍得多。 港航管理是我国地方水运业发展中必不可少的一环。港航管理部门不仅贯彻和执行国家和省市有关港航管理工作的法律、法规、方针、政策；制定与实施有关行政管理办法，并且要代表政府对所辖水域的港航实施全行业管理，建设和维护水运市场的管理体系，具有行政和事业双重性质。 在当互联网络日益普及的今天，港航管理部门如何正确的行使水运管理职能，如何正确引导地方水运业的发展，是一个极为紧迫的问题。本文通过对电子政务的深入分析，指出港航管理应注重管理与服务的结合，可以将电子政务的理念引入到传统的港航管理中以发展电子港航。由此，本文对电子政务会给传统港航管理带来的变化进行了分析。并且在此基础上构思与设计了港航政务系统的雏形功能框架。 借助于这些理论方面的研究，本文对实践环节中的舟山市港航运政系统进行了详细的系统需求分析，系统功能分析，系统数据流分析以及系统运行环境分析。从而构建了舟山市港航运政系统的功能框架图。 本文所体现的另一研究成果，在于本文对舟山市港航运政系统进行了详细的功能模块设计与开发。 由于在实际的港航政务管理中，有着港政与运政之分，而目前本文根据实际情况的需要仅仅对舟山市港航管理中的运政部分进行了详细的研究与设计，这无疑有着些许的遗憾。更多还原

【Abstract】 Electronic Government is the product of correlation between traditional government and modern IT(lnformation Technology) , of which internet technology is on behalf. Its emergence and development should have a deep and far effect on traditional government. Also, it will give freedom to the development of the traditional government, which always have the low efficiency and complicity characteristics. And thus promote the communality of the information resources.In this paper, the concept of Electronic Government is analyzed, and thus it jumps out of the limitation of the common views in nowadays. The author points out that the concept of Electronic Government should be understood in either total way or partial way, and also, when developing the Electronic Government, our views should not limited in a small area, because the practice of the whole society is more common than that of department of the government.The management of shipping and port is a necessary part in the development of local transportation. The governing body should not only carry out polices, laws, and regulations, make out government meanings sometimes, but also be responsible for a healthy hydraulic market. Therefore, it has characteristics of both governing and enterprise.With the popularity of the Internet nowadays, how to enforce the waterborne functions properly and how to lead the development of the local enterprises efficiently pose a great confrontation to the government body. Here, on the basis of the analysis of the Electronic Government, the author points out that the government department of shipping and port should correlate the service and government, and in order to realize it, the scientific ways of the Electronic Government can be absorbed. Thus, the author analyses the influence that might exist, when the idea of the Electronic Government is brought. Also, a simple functional frame is put forward and explained by the author.On the basis of the study, the author then gives analysis on functionaldemand, data flow and operation environment in details to the Zhoushan shipping and port management system.Another research achievement of the paper is that in this paper, the modules of the system and network environment of the system are designed.Finally, because there are lots of difference between shipping and port, and in this paper, only the part of shipping is researched and designed, therefore, the author does have some pity.更多还原
