【摘要】 新世纪，中国工程管理体制正进行重大改革。其中，工程造价管理领域也不例外。进入WTO和全球经济一体化的冲击，中国需接受或接近以市场为价值取向的国际惯例和工程管理经验。工程造价管理如何面对当前的形式和实际的需要，如何应对？是当前工程造价改革需要思考的问题。本文作者根据多年学习所得，通过系统地收集、整理中国工程造价管理的资料，结合自己在新加坡工作的经验，在任宏教授的建议和指导下，进行了中国与英国工程造价管理的比较研究。因为新加坡曾经是英国殖民地，属于英联邦国家，许多工程管理体系沿用英国的，模式、体系和标准都采用和参照英国的，工程造价管理方面也不例外。作者在新加坡工作的经验和收集的资料可以沿至英国。指导教师任宏教授曾经是留学英国的博士而丛钢教授在建委任职，他们分别英国和中国的造价管理方面的专家。因此，作者在两位导师的建议与指导下进行了英国与中国的工程造价管理比较分析的研究。本文从管理主体、计价依据和方法、工程管理方式和专业人员及咨询公司的管理制度等几个方面，对比中国与英国在工程造价管理方面的差别，并分析其中的原因，提出了英国工程造价管理的借鉴经验。更多还原

【Abstract】 In new century, the reform of project management system is in progress in China, including engineering cost management.With entrance into WTO and the impact of incorporated global economy, China will accept or close with the international traditions and experience of project management, which values by market. With this force, it is required to find the answer for how to deal with these problems.By suggested and directed by Prof Ren Hong, through collecting and cleaning up the date and information on engineering cost in China and Singapore, where Author has worked for two years. And author wrote this paper.Based on the reason as follows: Singapore is Britain colony, be part of Commonwealth of Nations, which project management system follows Britain, so the date and information collected in Singapore same as in Britain; And Prof Ren Hong studied in Britain as Doctor, He is familiar with the project management system in Britain and Prof Cong worked in Construction committee, familiar with the system in China.From the aspects of main body of management, measuring method and theory of engineering cost, the method of project management and management system of cost professional, author compared the engineering cost management with Britain and China and analyzed the difference, and achieved some experience and ideas.更多还原
