全员目标管理模式及信息辅助决策系统的研究

【摘要】 本文分析了我国企业内外部环境的变化,针对其存在的管理不规范、缺乏长远战略目标等缺陷,提出应借鉴国外的目标管理思想。介绍了目标管理思想在我国的应用情况,以中国长城铝业公司的全员目标管理模式为例,论述了该模式全员参与、有效计划、充分授权的特点,实现了对企业的部门和员工绩效的合理评价。在此基础上对目标难以确定、目标趋于短期等缺点提出改进意见,建议采用按部门特点确定目标体系、突出目标主题,并借助管理信息系统实现这种管理模式。 作者通过“中国长城铝业公司全员目标管理计算机信息及辅助决策系统”的课题,详细地阐述了该系统的责任书编制、目标考核、辅助决策、数据采集等子系统的设计与开发,并对该系统进行了综合评价。
【Abstract】 This paper analyzes the changes in internal and external environment of our enterprises. Aiming at such deficiencies as unstandard management, lack of long-range goal etc, it suggests we use the objective management ideology abroad as reference and introduces its application in China. With the personnel objective management pattern in China Great Wall Aluminum Co. as example, it illustrates this pattern is characterized by whole personnel participation, effective plan, thorough authorization, which realizes reasonable criticism of departments and employees. On this basis, it offers some advice on overcoming shortcomings like difficult goal-confirmation, short-period goal etc. and suggests we determine objective system according to the feature of department, emphasize objective theme and realize the management pattern through MIS.Through Computer Information&Subsidiary Decision System for the personnel objective management in China Great Wall Aluminum Co., the author explains in detail the course of designing and developing sub-systems such as compilation of its duty manual, objective assessment, subsidiary decision and data collection and makes an overall evaluation of the system.
