【摘要】 扶困济贫是党和政府的一贯方针，如何使贫困地区尽快脱贫致富始终是党和政府关心的大事。近些年来，国内外许多贫困地区通过发展旅游业，经济得到了快速发展，受益颇多，旅游扶贫开发所带来的“开发一方景区，繁荣一方经济，致富一方百姓，丰富一方生活”的显著变化，充分显示了其他扶贫手段所不具有的独特优势和不可替代的作用。旅游扶贫开发是一种不同于“民政扶贫”、“贷款扶贫”和“科教扶贫”的开发性扶贫形式，主要指在旅游资源比较丰富的贫困地区，通过对旅游资源保护性的开发利用来发展旅游产业，并以此带动和促进相关产业的发展，从而增强贫困地区的自我发展能力，走出一条有效的脱贫致富之路。 甘肃省陇南地区是一个特困地区，是国家的重点扶贫对象。特殊的地理环境使其工农业生产的发展受到很大限制，经济基础相当薄弱。由于长期处于封闭、半封闭的状态，这里交通不便，信息闭塞，人们的市场观念、旅游意识非常淡薄。但此地却孕育有丰富独特的旅游资源，其中许多还是“藏在深闺人未识”。随着城市居民对混凝土建筑的日益厌倦和对城市环境的无奈，人们回归大自然的情结也日趋强烈，而陇南地区清新的空气、神奇的景观和浓郁的风情恰好可以成为周围城市居民返璞归真、觅新探奇的好去处。陇南地区又有着优越的旅游区位优势。随着国际、国内旅游业迅速崛起和西部大开发的全面推进，陇南地区通过发展旅游业以实现脱贫致富的目标大有希望。 本文在全面论证陇南地区实施旅游扶贫开发可行性的基础上，针对其实际情况，提出了实施政府主导型发展战略的主张，阐明了旅游扶贫开发的基本思路，并构建了多种开发模式，探讨了在旅游扶贫开发中需着重解决的问题和对策。更多还原

【Abstract】 rHelping the poor and aiding the poverty-strickens?is a everlasting policy of our Party and Government How to help the poor areas to go out of impoverished circumstance and enrich is a great event which our Party and Government always pay much attention to. Many poor areas, both domestic and foreign, have developed rapidly by benefiting largely from tourism in the past years. 慣o exploit a resort, bring about a prosperous economy, make people rich and enrich their lives? there are the obvious changes brought by tourism. It has great difference from the other means by its individual advantage and unsupersede work. Aiding the poor by tourism development different from relieving poverty by administration by providing loans and by scientific education, which refers to develop tourism industry by exploiting the resources with protection in these poverty-stricken regions with tourism resources. It can drive the development of related industry, enhance its own developing ability and form a usefUl way to relieve poverty. Longnan Region is a very poor area in Gansu Province and it is the important target of aiding the poor. The particular environment restricts the development of the industry and the agriculture, and the foundation of economy is very weak. Because Longnan Region has been in a closed or half-closed state, it has a bad transportation, and is ill-informed. The inhabitants lack ideas about market economy and tourism. However, it is rich in specific tourism resources, though many of them are still unknown to people. Tired of buildings?concrete and the polluted urban environment, more and more city dwellers like to come into the nature. Longnan Region can become the perfect resort for the citizens back to nature, for its fresh air, fantastic landscape and rich folk customary. Additionally, it also has superiority in tourism location with the rising of tourism at home and abroad and the drive of western development. Longnan Region is very hopefUl to relieve from poverty by developing tourism. This thesis raises the strategy that the government should play a leading role in developing tourism on the basis of the feasibility about aiding the poor by developing tourism in Longnan Region being directed against objective reality.
