【摘要】 河北省是一个农业大省，农业在河北省国民经济发展中占有重要地位。随着市场经济体制的逐步完善，信息在市场上发挥的作用也越来越大。加快信息流通，促进信息对称将会极大地促进经济发展，网络对农业增长的促进作用也显得越来越重要。但河北省目前网络发展还不十分完善，网络农业发展大大落后于江苏、广东等先进地区，因此研究如何大力发展网络农业具有深远的战略意义和重大的现实意义。本文首先对几个基本概念进行了界定，提出了网络农业新概念，指出农业现代化的趋势是农业信息化，而农业信息化的必然结果是农业网络化，发展网络农业是历史的必然选择。其次，运用计量经济方法定量分析了网络发展与经济发展的关系，证明他们呈显著正相关，同时进一步分析了网络对农业的影响和作用，指出网络信息已经成为一种新的生产力，农业信息网络是农业最终实现信息化的标志，网络的发展水平代表着农业的发展水平，网络的快速发展大大加快了农业现代化的进程。接着，本文对河北省目前网络农业发展现状及不足进行了分析，以保定市为例，运用信息化指数模型对保定市各市县信息化指数进行测算，结果说明河北省目前网络农业发展基础条件还十分落后，农业信息化水平低下，需采取有效措施大力发展网络农业，为实现农业强省的目标努力。随后，对世界发达国家及地区网络农业建设状况进行了系统研究，指明其先进及可借鉴之处。最后，笔者根据前面的研究，有针对性地提出了目前加快河北省网络农业建设的对策建议。更多还原

【Abstract】 Hebei province is a main agriculture province in china. Agriculture plays an important role in the development of the national economy of Hebei province. With the improvement of market economy institutional structure, information has been more important than ever. Acceleration in the rates of information circulation will accelerate the development of economy greatly, the promotion of net to agriculture development has been more important. However the development of net in Hebei province has not been well, E- agriculture is not as well as some developed region such as Jiangsu and Guangdong province. Therefore, it has profound strategic significance and great immediate significance to study how to promote the development of E- agriculture. At first, a few conceptions were introduced in the thesis and then the author came up with a new conception of E-agriculture. It fingers out that the trend of agriculture modernization is agriculture informationalization, and the consequent of agriculture informationalization is E-agriculture. E- agriculture is the necessity of history. Then, the method of econometrics was used to analyze the development of net and economy. The result explained that they had a significant relevant. The author also analyzed the effect of net on agriculture, explained that the development of net accelerated the process of agriculture modernization. Third, the author analyzed the shortcoming of the development of E-agriculture in Hebei province. Took Baoding as an example, used RITE to count the index number of informationalization of every county and city of Baoding. The results demonstrate that the foundation of E-agriculture of Hebei province is weak and the standard of agriculture informationalization is low. It is necessary to adapt some strong measure to develop E-agriculture. Fourth, the author made a system research on the E- agriculture of developed country and region. At last, the author presented counterpane and advice of how to accelerate the development of E-agriculture in Hebei province according to the former research.更多还原
