【摘要】 医疗信息系统的建立是医院实施以病人为中心的新一代医院管理信息系统的核心，它的根本目标之一是形成病人的电子病历。同时，随着互联网技术的迅猛发展，远程诊断又为医院带来了新的诊疗手段。医疗信息系统与远程诊断系统的有机结合，便于远程会诊专家通过互联网浏览病人的电子病历及存取病人会诊结果，它已成为医院医疗手段现代化的发展方向。 本文首先详细讨论了北京英智眼科医院医疗信息系统的设计与实现及其电子病历的形成特点，并以此为基础，利用计算机网络通信、WEB和数据库领域的现有成果，对远程诊断系统的两种模式（同步，异步）进行了初步研究，内容包括：同步、异步的概念，数据库设计，系统的运行方式、设计思想及其相关技术的应用。论文还对远程诊断系统的安全性问题进行了分析。系统研究成果具有较好的通用性和可行性。更多还原

【Abstract】 Establishing Medical Treatment Information System (MTIS) is the kernel of a late odel Hospital Information System based on the clinic information of patient. The Computer Based Patient Record (CPR) is the one of its radical aims. In the meantime, with the rapid development of Internet, TeleConsultation System (TCS) brings modern methods of medical treatment to the hospital. The organic combination of MTIS and TCS is convenient to the consultation experts browsing CPR and accessing consultation results through Internet. This article first discusses the design and achievement of MTIS in Beijing Intech Eye Hospital, and then summarizes the characters of its CPR. On the basis of CPR, the paper makes researches on two modes of TCS taking advantage of the present achievement of computer network correspondence, WEB and database, it mainly includes: the concept of synchronization and asynchrony, design of database, thinking of system design, application of correlative technique and so on.
