【摘要】 进入21世纪,构建“服务型政府”成为我国行政管理体制改革的目标和政府职能转变的重心。行政审批是政府管理社会经济事务的重要手段。其在提高政府行政效率以及改善经济发展环境方面取得了巨大的成就。但是,行政审批也存在着一些亟待解决的问题。在当前建设中原经济区,实现焦作经济转型的背景下,本文旨在通过对焦作市行政审批改革的现状及问题的研究,提出对其加以完善的对策,以推进政府职能转变,优化焦作市经济发展环境。正文共分六章。第一部分是绪论。对选题的背景、目的与意义,行政审批的概念,国内最新研究现状,国内改革实践进行评述。第二部分从清理项目、整合职能、上下联动、转变职能、电子监察五个方面对焦作市行政审批改革现状进行分析。第三部分指出在行政审批改革范围、行政服务中心、电子化审批、行政审批规范化等方面存在的问题,并对其产生问题的原因,从公共服务意识、相关法律法规政策、公民参与方面进行了分析。第四部分提出了进一步焦作市行政审批改革的对策,一是树立善治理念,二是健全法律制度,三是完善运行机制,四是完善监督体系。更多还原

【Abstract】 In the21st century, constructing "service-oriented government" has become China’s reform of the administrative system target and the transformation of government function’s centre of gravity. The Administrative Examination and Approval is an important means of managing the economy and society. In the improving the administrative effieieney and improving the economic development environment, it had great success. However, the Administrative Examination and Approval also exists some problems to be solved. In the background of constructing the Central Plains Economic Zone and changing the mode of economic development of Jiaozuo City, this paper aims on the current situation and problems of the Administrative Examination and Approval in Jiaozuo City and proposes the perfect countermeasure to fully bring administrative efficiency supervision into play to promote the government change in the functions and optimize the environment for economic development of Jiaozuo City.The paper consists of four parts. The first part is introduction. It describes the background and significance of this study, the concept of administrative examination and approval, the new review of domestic research, the practice of domestic reform. The second part, from cleanning project, integrating functions of departments, linkaging from administrative servie centers, transferring functions of government, electronic monitoring system, analyzes the status of administrative examination and approval in Jiaozuo City. The third part points out that the problems of current Jiaozuo City which consist of the scope of administrative examination and approval reform, the administrative service center, the electric administrative examination and approval, the standardization of administrative examination and approval, also, it points out the cause of the problem from the sense of public service, the lack of law or policy, the citizens’ participation carried out analysis. The fourth part proposes the countermeasures to improve administrative examination and approval of Jiaozuo City:firstly, set up the idea of good governance; secondly, perfact the legal system; thirdly, improve the operational mechanism; fourthly, improve the supervising system.更多还原
