【摘要】 为落实国家税务总局在“十二五”规划中提出的“税收信息化为征管服务提供支撑,征管服务依托信息化不断创新”的任务,需要解决目前税收信息部门在目标定位、职能和机构设置等方面不适应征管服务创新要求的问题。笔者通过查阅国内外文献资料,参考信息化发展的一般规律,开展部门战略发展分析,结合中国税收信息化发展的实际情况,提出了国税信息部门职能优化方案。目前,我国国税信息部门处在数据集中向数据管理过渡的发展阶段,省以下国税信息部门优化的目标是由技术性辅助部门转变为决策支持部门,建立电子税务中心,整合国税系统税收信息化的行政和技术职能,以适应新时期税收征管服务的总体要求。在征管服务创新背景下,省以下国税信息部门由负担首席信息官职责的副局长直接领导,建立一体化的组织结构体系,以提高信息传递效率,减少信息传递失真。建立包括人事激励制度、绩效考核制度、分级运维制度、综合数据服务制度在内的制度体系；利用数据集中阶段积累的海量数据,建立能够提供综合数据服务的数据中心职能,提高获取多渠道来源数据的能力,向业务部门提供决策支持；形成与系统内其他部门的沟通协调机制,通过规范流程、强化交流和项目合作,逐步促进业务与技术融合。更多还原

【Abstract】 To implement the task, the taxation informationlization supports the taxation and the taxation service innovation is stimulated by the informationlization, given by the National Tax Bureau during the12th five-year plan, it’s required for the taxation informationlization department to resolve the problems that do not fit for the taxation requirement in the goals, function and organization aspects.I have developed the function optimization plan of state taxation IT department by retrieving the literature in the world, referencing the general rules of informationlization and analyzing IT department development. Currently, our state taxation IT department is in the transition from the data centralization to the data management. The optimization goal for the IT department of sub-provincial state taxation bureau is to transform from the secondary technical department to decision-oriented department, to establish the electrical taxation center, to integrate the administrative and technical work roles of state taxation informationlization, in order to adapt to the general requirement of taxation service in the new era.Under the background of taxation innovation, sub-provincial state taxation bureau is led by the vice-director as the chief information officer. The integral organization system is established to improve the information exchange efficiency and reduce the information distorting. We will set up the systems including the human resources, performance assessment, leveled operation and maintenance and overall data system.
