HT公司检测设备资源配置优化研究

【摘要】 大型仪器设备是检测企业的重要资源,是其开展检测工作的物质基础,在一定程度上代表了检测企业的技术水平和实力。为适应检测市场的快速发展,HT公司购置了大量的仪器设备,由于公司按事业部制运作,各实验室按本事业部的预算购置设备,相互间的仪器设备没有共享使用,出现了部分设备配置不当的情况,导致了部分设备闲置、利用效率低下。为应对越来越激烈的市场竞争需要,对大型仪器设备配置进行优化、提高其利用效率是HT公司亟待解决的问题。本论文针对HT公司设备资源配置的现状与发展要求,以国家科委、高校和地区政府大型仪器设备的管理办法和共享使用实践为参照,从设备项目投资的经济性分析、高性价比设备的选购、利用效率管理等方面对仪器设备配置优化的理论与方法进行研究,提出了公司大型仪器设备的配置优化设计方案。论文依据项目投资/设备采购经济性理论及设备管理理论与方法,首先综合设备配置的公平性、适用性、经济性、利用效率和配套性五个因素,建立HT公司设备资源配置的评价指标体系,为公司设备资源的配置优化提供评价依据。其次按照客观合理性、实用性和经济性的原则,根据设备投资、收益、现金流量等指标,选用静态投资回收期和净现值法建立公司设备投资的经济性分析模型,提出设备采购的经济性评价原则,并将其应用于公司的设备采购经济性评价中。然后依据TPM设备管理理论,确定设备利用效率的核心评价指标,建立适用于HT公司的利用效率评价模型,从利用效率角度对设备配置现状进行了综合分析评价,提出设备再采购的利用率控制办法。最后以目前政府、各地区大型仪器设备的共享使用实践为参照,提出HT公司的仪器设备共享使用平台的建设构想,并进一步提出了实验室按设备共享使用原则重组的设计方案。

【Abstract】 Large-scale instruments and equipments are the important resources to the testing organizations. They are the material bases for testing work, and to some degree represent the corporation’s technical level and strength. In order to adapt to the rapid development of testing market, HT Corporation purchased a mass of large-scale instruments and equipments. While its operational management framework is divisional organization, which means each laboratory purchases equipments according to its division’s budget and there is no equipment shared-using between different divisions. So the equipment allocation is not that appropriate, such as idle equipments and low equipment utilization ratio. To cope with the increasingly intense competition, optimizing the large-scale instrument allocation and increasing the utilization ratio are the important issues that must be solved.According to current situation and development requirements of HT Corporation on the equipment allocation, and taking the reference of large-scale equipment management method and shared-used practice among the State Science and Technology Commission, higher teaching institutions and all district governments, the paper makes a study on equipment allocation optimization theory and method from the following aspects-economic analysis of the instruments and equipment investment, purchasing of highly cost-effective equipments, management of equipment utilization and so on. Finally an optimum design allocation scheme for the corporation’s large-scale instruments and equipments is developed.Based on the economic principle of project investment/equipment purchasing as well as the equipment management theory and method, the paper firstly takes fairness, applicability, economy, efficiency and compatibility into account to build an evaluation index system for equipment resource allocation, which provides evaluation basis for the optimization of HT corporation’s equipment resource allocation. Then according to the principle of rationality, practicability and economy, it proposes the economical evaluation principle on the equipment purchasing which uses static payback period method and net present value method with indexes--equipment investment, cost, profit and so on---to make economic analysis model for the corporation’s investment in equipment and is applied into the economical evaluation on the equipment purchasing. After that, based on the equipment management theory of TPM, the core index of equipment utilization efficiency is determined, and the suitable evaluation model for utilization efficiency to analyze and evaluate the corporation’s present equipment allocation from the equipment utilization efficiency point as well as the utilization control method while purchase equipments again are proposed. Finally, referring to the large-scale equipments shared-used way practiced by all districts’ government, the framework for constructing sharing platform for HT corporation’s equipments and the laboratory restructuring program according to the shared-used principle are proposed.
