【摘要】 长江三角洲地区是我国综合实力最强、增长潜力最大的区域，在社会主义现代化建设全局中具有重要的战略地位。20世纪初，长江三角洲经济合作联合体兴起后，长三角地区的合作交流也顺应发展潮流，进入了一个新的阶段。长三角两省一市政府意识到长三角区域高等教育合作的重要性，开展了一系列的合作与交流工作。然而，长三角区域高等教育合作仍存在不少问题，在高等教育体制联动改革与联合机制创新方面，在长三角区域高等教育一体化发展方面，实质性进展缓慢。因此，本研究主要对长三角区域高等教育联动改革与协调发展的现实依据进行了分析，对国内外区域高等教育合作现状进行了分析，并运用调查问卷和访谈相结合的方法，利用均值统计和非参数检验两种统计方法分析了当前长三角高等教育实践者对新形势下长三角地区高等教育改革发展的想法，最终从目标、思路、内容项目、具体措施等方面提出了长三角区域高等教育联动改革与协调发展的具体行动路线。行动路线内容主要如下：从高等教育管理体制改革、人才培养模式改革以及高教评估制度改革等具体目标着手，提出率先在推进现代大学制度建设、推进长三角区域高教改革试验区建设、推进长三角高等教育一体化进程建设、推进长三角高教资源共享平台建设、优化长三角高等教育布局结构等方面先行探索，并针对我国大学教育的弊端，提出重构长三角区域高校与政府、教育管理部门之间的关系，建立长三角区域高校内部法人治理机制，联合探寻教授治校和治学的有效实现方式，改革高校内部领导体制、探索学校领导岗位竞聘制度等改革举措。更多还原

【Abstract】 Yangtze Delta Region is the region with the greatest comprehensive strength and thehighest growth potential in our country, and has an important strategic position in theglobal socialist modernization construction. In the beginning of the20th century, theeconomic cooperation union of Yangtze Delta began to appear and rise. The cooperationand exchange of Yangtze Delta Region also kept up with the trend of the development andentered a new stage. The government of Shanghai, Jiangsu and Zhejiang realized theimportance of regional cooperation on higher education and carried out a series ofcooperation and exchange activities. However, there are still quite a few problems inYangtze Delta Region Cooperation on higher education. Therefore, this paper analyzes therealistic basis of collaborative reform and coordinated development of high education inYangtze Delta Region, analyzes the current cooperation of higher education at home andabroad, applies average statistics and nonparametric-test to make quantitative analysis onthe idea of the practitioners to the reform and development of higher education in YangtzeDelta Region and puts forward the specific route of action on collaborative reform andcoordinated development of higher education in Yangtze Delta region from aspects oftargets, the train of thought, contents, projects and specific measures.With the specific goal of high education management system reform, personneltraining mode reform and high education evaluation system reform, we need to exploreform aspects of promoting modern college system construction, promoting construction ofhigh education reform point in Yangtze Delta Region, prompting the integration processconstruction of high education in Yangtze Delta Region, promoting high educationresource sharing platform construction in Yangtze Delta Region and optimizing layoutstructure of high education in Yangtze Delta Region. In order to solve the drawbacks of college education in our country, we need to reconstruct the relationship between theuniversities and the government, the education management department, build universityinternal corporate governance mechanism in Yangtze Delta Region, look for efficient wayto achieve professors’ academic management and professors’ administration together,reform university internal leadership mechanism and explore university leading positioncompetition system.更多还原
