【摘要】 沙俄独特海洋环境形成了早期的海洋扩张战略。沙俄的历史，就是一部不断寻找出海口、进行领土扩张的历史，以夺取波罗的海、黑海、太平洋出海口为主要目标，虽然经过历代沙皇的不懈努力，在争取出海口的过程中取得了相应的成果，但是，由于俄国独特的地缘政治环境使俄国在海洋扩张暴露很大的问题，新时期的俄国必须调整其海洋战略。以应对周边复杂的国际形势。21世纪是海洋世纪，海洋已经成为展示国家综合实力和竞争力的重要平台。世界各国对海洋的重视程度逐渐加强，中国的海洋事业面临着巨大的挑战和机遇。相比我们的最大邻居俄罗斯联邦而言，其相应的海洋政策值得我们去研究和思考，所以研究沙俄时期俄国的海洋扩张问题，一方面具有较为重要的学术价值，另一方面，对于提高我国国民的海洋意识和维护中国海洋权益，完善我国海洋政策，具有重大现实意义。更多还原

【Abstract】 Tsarist Russia’s unique marine environment forms the early ocean expansionstrategy. Tsarist Russia’s history is a ongoing look to the sea and the history of territorialexpansion，and seizing the Baltic Sea, Black Sea, the Pacific to the sea. Even after thetireless efforts of the Tsars, there are some results in the process to strive for the sea, butTsarist Russia’s unique marine environment forms some problems of the early oceanexpansion strategy. The new era Russia must adjust its maritime strategy to cope withthe surrounding complex international situation.The21st century is the Ocean Century，The ocean has become an importantplatform to demonstrate the national comprehensive strength and competitiveness. Thenational countries gradually strengthen the attention of the world ocean，Chinese marineindustry faces enormous challenges and opportunities. Compared to the RussianFederation in terms of our largest neighbor, its marine policy is worthy of our researchand thinking. Therefore studying marine expansion of Tsarist Russia has importantacademic value, and it has some great practical policies for our national marineawareness, safeguarding Chinese marine rights and interests, and improving Chineseocean policy.更多还原
