【摘要】 近年来，全国范围内的突发性公共危机事件频繁发生，我国政府无不面临着自然灾害、事故灾难等危机事件的威胁。每一个危机事件无不给国家、社会和人民的生命、财产安全等造成严重的损失。面对灾难，政府危机信息及时、准确地公开对于塑造媒体和公众的价值观、引导媒体和公众的正确舆论导向、满足公众知情权、提升地方政府的公信力、有效应对和处置危机事件、维护社会的和谐稳定以及保障人民的安居乐业等方面发挥着重要的作用。然而，现阶段我国地方政府危机信息公开还处于起步阶段，还有待于不断地发展和完善。因此，基于公共危机管理视域来研究我国地方政府信息公开问题，具有重大的理论价值和现实意义。本文从公共危机管理中我国地方政府信息公开的现状入手，以危机管理和政府信息公开的理论知识为指导，以我国近年来发生的重大危机事件为例，综合运用了文献分析法、比较研究法、理论与实际相结合的方法，从地方政府、媒体和公众三个方面深入分析了公共危机管理中地方政府信息公开存在的问题与产生的原因，在学习和参考国外政府危机信息公开经验的基础上，与我国地方政府的实际情况相结合，重点从地方政府、媒体和公众三个方面提出了构建和完善公共危机管理中地方政府信息公开的对策。地方政府危机信息公开直接关系到我国政府的危机管理能力，同时又关系到国家、社会和人民的生命、财产安全等，希望通过本文的研究，对公共危机管理中我国地方政府信息公开的发展起到一定的促进作用。更多还原

【Abstract】 Recent years have witnessed the sudden surge of nation-wide public crisis events. Ourcountry is facing the threats from natural disasters, calamity accidents and so on. Those threatshave brought severe damage to people’s health and the loss of their properties. Facing thosethreats, our governments should provide relevant information without delay and with accuracy.This is of great importance for cultivating correct values of the media and the public, properlyguiding the public opinions, safeguarding the public right to know, boosting the government’scredibility, and maintaining the harmony and safety of the public. However, the crisisinformation publicity is still in the preliminary stage in many local governments. Therefore, ithas great theoretical and practical significance to do some research on information publicity oflocal governments in terms of public crisis management.This paper starts to discuss the status quo of information publicity in public crisismanagement, quote theories on crisis management and information publicity, and exemplifiessome great crisis events happened in recent years. In methodology parts, we employ literatureanalysis, comparative research and combining theory and practice. This paper also tries todiscover what underlines the problems of information publicity in light of the local governments,the media and the public. Borrowing the experience of information publicity in other countries,we put forward constructing and improving information publicity policies in such aspects as thelocal governments, the media and the public. Information publicity has a direct influence onevaluating the management ability of public crisis, and also the safety of our country as well aseveryone.
