铁路电气化改造工程施工安全风险管理研究

【摘要】 摘要:近几年,电气化铁路迅速发展,铁路电气化改造工程不断增多。但是由于铁路电气化改造工程项目涉及部门多、组织关系复杂,施工环境复杂多样,在其施工过程中面临着诸多不确定性风险因素,使得各类安全事故频发。在铁路电气化建设过程中开展施工安全风险管理工作,有利于决策科学化、有利于降低事故发生的可能性、减少风险后果损失。本文就国内铁路电气化改造工程施工期的安全风险为研究对象,以定性和定量相结合的方法展开研究。首先结合铁路电气化改造工程自身的特点,通过从人员、材料、机具设备、自然环境、组织协作五个方面对其施工影响因素的分析,识别出铁路电气化改造工程施工安全风险;随后,综合考虑风险发生的可能性和风险后果大小,建立了铁路电气化改造工程施工安全风险的评估模型,运用模糊综合评估法进行风险评估;最后,分析了铁路电气化改造工程施工安全风险的应对策略,给出了初步的施工安全风险监控预警管理系统,并提出从风险管理理念、组织、管理技术、管理人员、制度和法规政策方面为铁路电气化改造工程施工安全风险管理工作提供保障。

【Abstract】 ABSTRACT:In recent years, with the rapid development of electrified railway, the railway electrification transformation project has increased. The railway electrification transformation project has the characteristics of complex organizational relations, diverse and complex construction environment. And there are many uncertain risk factors in the railway electrification construction process. All these lead to a particular high probability for all kinds of safety accident. Carrying on the risk management of construction safety in the process of the railway electrification construction, it benefits the scientific decision, reducing the accident happening possibility, and taking a good control for the loss during perils. This paper takes the security risks of the railway electrification project construction as the research object, studies it with the qualitative and quantitative methods. Firstly, combining the characteristics of railway electrification transformation project, analysis the affecting factors from personnel, materials, equipment, the natural environment, the organization collaboration and so on, then identify safety risks of railway electrification transformation project construction. Secondly, establish the assessment model of safety risks of the railway electrification transformation project construction. The model considering the possibility of risk occurs and risk consequences, which use the fuzzy comprehensive evaluation method for risk assessment. At last, the paper give the analyses of the railway electrification transformation project construction safety risk strategy and the preliminary construction safety risk monitoring early warning management system. And the authors suggest supporting the safety risk management of the railway electrification transformation project construction from the risk management concept, organization, technology, manager, system, laws and regulation and so on.
