中小学生课业负担监测制度建设研究

【摘要】 中小学生课业负担过重是长期以来困扰我国基础教育的顽症,不仅给中小学生的成长造成了很大的影响,而且严重阻碍着素质教育的实施。减轻中小学生的课业负担是人民群众的普遍呼声。2010年中共中央、国务院印发了《国家中长期教育改革和发展规划纲要(2010一2020年)》,这是我国政府首次将“建立中小学生课业负担监测制度”写入教育规划纲要中。我国中小学生课业负担监测制度建设起步较晚,受到教育水平、教育技术以及教育机制等因素的影响,目前还尚未建立起完善的课业负担监测制度。本文采用文献研究法、案例分析法对我国中小学生课业负担监测制度建设的现状与进程进行了梳理,对中小学生课业负担监测制度建设的可行性进行了分析,最后提出我国中小学生课业负担监测制度建设的政策建议。本文共分为五个章节:第一章为导论,介绍选题背景和文献综述,说明了选题的目的、意义、研究思路与方法;第二章是对我国中小学生课业负担监测制度建设的概况及功能的概述。首先对课业负担、课业负担监测制度等相关概念进行了阐述,接着说明了中小学生课业负担监测制度建设的理论基础,最后阐述课业负担监测制度建设的基本内容和功能;第三章是对我国中小学生课业负担监测制度建设的案例分析,列举了重庆市渝中区、陕西省山阳县中村镇、黑龙江哈尔滨市、四川省成都市的中小学生课业负担监测制度建设情况,并归纳了我国中小学生课业负担监测制度建设的不足之处和原因所在;第四章是对建立中小学生课业负担监测制度的可行性进行分析;第五章是对我国中小学生课业负担监测制度建设的政策建议,包括课业负担监测应遵循的原则和配套措施等。

【Abstract】 The middle and primary school student living heavy academic burdens is a long time chronic problem that bothers the elementary education in our country, which is not only caused large influence to the grow up of middle and primary school students, but also seriously hindered the enforcement of quality education. Reducing the heavy burden of assignment for pupils and middle school students is the voice of massed. The "National education reform and development of long-term planning programs" is issued by the Party Central and Committee and State Council in 2010, which is the first time that our government writes "setting up a elementary and middle schools student schoolwork burden monitoring system" into the National Education "Planning Framework". Elementary and middle schools student schoolwork burden monitoring system was established relatively late, at present, our country has not yet established perfect schoolwork burden monitoring system which is effected by many factors such as education level, education technology and education system.The present condition and process of elementary and middle schools student schoolwork burden monitoring system construction is tease with the method of literature research and sample analysis, the feasibility of elementary and middle schools student schoolwork burden monitoring system construction is also analyzed, at last, the policy recommendations of elementary and middle schools student schoolwork burden monitoring system construction is provide in our country.This paper is divided into five sections:the first chapter is introduction, which presents the topic selection background, literature review, the subject of the purpose, significance, research ideas and methods; The second chapter summarizes primary and middle school students schoolwork burden monitoring system construction and function in our country. First, schoolwork burden, schoolwork burden monitoring system and related concepts are illustrated; Second, the theory basis that primary and middle school students schoolwork burden monitoring system construction is stated; Last, the basic content and function of schoolwork burden monitoring system construction are presented. The third chapter carries on case analysis of primary and middle school students schoolwork burden monitoring system construction, which lists that of yuzhong district of Chongqing city, ShanYangXian towns in Shaanxi province, Harbin in Heilongjiang province, Chengdu in Sichuan province, and summarizes the disadvantages and reason of primary and middle school students schoolwork burden monitoring system construction. The forth chapter analyzes the feasibility of primary and middle school students schoolwork burden monitoring system construction. The fifth chapter presents policy recommendations for primary and middle school student schoolwork burden monitoring system construction, including the principles and the necessary measures that schoolwork burden monitoring should be followed as, and so on.
