“人力资本”视角下我国低碳经济发展策略

【摘要】 进入21世纪,随着工业化的发展,人类生产生活引发的能源安全和全球气候变暖问题得到了全球各个国家的高度关注。在气候问题备受关注的国际大背景下,世界各国都在努力解决气候问题,低碳经济概念应运而生,越来越受到国际社会的重视,有的国家甚至提出零碳经济发展。我国由于经济的快速发展和能源的持续紧张,也将低碳经济提上议程。本文从人力资本视角下分析了中国工业化进程中发展低碳经济的策略。文章以低碳经济和人力资本理论为指导,深入研究了当前我国发展低碳经济的原因、现状及挑战。基于这样的研究,从能源结构、产业结构和人力资本方面分析了低碳经济的结构,提出了人力资本投资与低碳经济发展之间相互促进、共同发展的关系,即人力资本投资的增加为低碳经济发展提供智力支持和环境支持,而低碳经济的发展又促进人力资本的投资。同时研究了发展低碳经济所需的科技类型,从而提出培养符合低碳发展需求的人力资本。最后,结合人力资本在低碳经济中的支撑作用和我国低碳经济发展的现状,提出了发展低碳经济的对策和建议。更多还原

【Abstract】 In the 21st century, production and life of human-induced global warming and energy security issues have been a great concern of all countries with industrialization. In the climate of concern international context, countries in the world are working hard to solve the climate problem. The concept of low-carbon economy came into being and got more and more attention by the international community. Some countries have even proposed zero-carbon economy. Since rapid economic development and the continuing tension in energy, low-carbon economy in China is also put on the agenda.This paper analyses the strategies of developing low-carbon in the process of industrialization of China in the angle of human capital. Under the guide of low-carbon economy and human capital theory, the author presents a thorough study of the current reasons, status and challenges of low-carbon economy development in our country. Based on this study, the author analyses the structure of the low-carbon economy in terms of energy structure, industrial structure and human capital. And the author suggests the relation that human capital investment and the low-carbon economic development are mutual promotion and common development, namely the increase in human capital investment offers intellectual support and environment support for the low-carbon economy development, and the development of low-carbon economy promotes the human capital investment. The author also studies technology type which is the development of the low-carbon economy required technology type, thus proposes training human capital which is accord with the low-carbon development needs. Finally, under a combination of human capital in the supporting function of low-carbon economy and our present situation of low-carbon economy development, the author proposes countermeasures and suggestions about how to develop the low-carbon economy.更多还原
