邯钢线棒材厂全面技术管理体系研究

【摘要】 技术管理作为当今工商管理学科的热点问题之一,已经引起广大理论研究学者和企业管理人员越来越多的关注。回顾有关技术管理研究的发展史,我们可以清晰地看到:技术管理始终为企业的良性发展与经济增长提供理论支持及原生动力。新世纪以来,随着经济和科技的快速发展,企业作为技术创新的主体,应更多从战略管理视角,引入企业现代化管理的理论和方法,推动技术管理体系在运营中的构建与不断整合。“科技是第一生产力”。在全新的市场模式、企业模式和创造价值过程中,只有把握科学技术在企业发展中的能动作用,以技术开发与使用为核心,将技术创新始终贯穿于企业的产品研发、生产经营和售后服务等过程中,不断激发企业的应变能力,满足消费者市场的个性化需求,才能适应日趋激烈的市场竞争。在传统的钢铁行业中,高污染、高能耗、低生产率等问题严重制约了生产力的提高。加之近年来国际金融危机的蔓延以及进口矿石、航运等价格上涨因素合力,我国钢铁企业受到了很大冲击。这就要求国内钢铁企业加快产业结构调整步伐,以技术创新作为企业发展的主要推动力,加强管理理念更新意识,构建出一套科学有效的企业技术管理体系,积极营造人、机、物、环境和谐发展的局面,以便适应在市场经济环境下企业发展的一般规律。邯钢线棒材厂作为老牌国有企业,在继承历史发展过程中优良传统的基础上,以优化企业经营模式和提高盈利水平为导向,更需要从加强技术管理入手,实行对内挖潜、降本增效,完成质的飞跃。这同时也是本文的主要立题点,并试图通过相关调研分析,以期为提高邯钢线棒材厂整体技术管理水平做出有益的探索。关于全面技术管理体系的构架问题,本文从技术创新管理、设备及工艺管理、技术人员管理、质量管理、安全管理、信息技术管理等六个子体系入手,分别对邯钢线棒材厂技术管理现状予以分析。在此基础上,整合并完善了邯钢线棒材厂全面技术管理体系。其中,着重对于设备及工艺管理和技术人员管理在全面技术管理体系中的运行及优化进行了阐述,并给出了相应实证分析。
【Abstract】 Technical management, a hot spot issue on business administration, has increasingly come into the theorists’and enterprise managers’notice. Reviewing the development of the technical management, we can clearly see that it provides theoretical support and impetus for enterprises sound economic growth. Since the new century, with the rapid development of the economic and technology, enterprises which are as the mainstay of technological innovation, should introduce present-day management theories and methods of enterprises from the strategic management perspective, in order to promote the technological management system making up and integrating continuously.“Science and technology constitute a primary productive force”. In a bran-new market model, enterprise model and the process of value creation, we should only grasp the active role of the technical management in the enterprise development. This tenet, taking technology development and usage as a core, and insisting on the tenet throughout product development, production operation and after-sale service always stimulate the enterprise strain capacity and satisfy the personalized customization of the consumer market, so as to meet the gradually intense market competition.In the traditional industry of iron and steel, many problems such as heavy pollution, high-energy consumption and low production efficiency restrict the improvement of productive forces greatly. In addition, domestic iron and steel enterprises suffered a lot because of the spread of international financial crisis and the price of the imported ore, shipping and so on go up. Such phenomena demand domestic iron and steel enterprises being quickened their steps of industry restructuring. For it, the technological innovation is the major driving force for enterprises development to reinforce the consciousness management conception renewed, and make up a scientific and effective total technological management system. As a result, it creates a situation of harmonious development between man, machine, materials and environment, in order to adapt to the general rules of enterprises under the environment of market economy.As a well-established firm, Wire and Bar Steel Plant in Hansteel Group should not only inherits the tradition during its own heuristic procedure in history, which optimizes the enterprise management mode and raises the level of profitability as orientation, but also starts with technical management’s enhancement to exploit potentialities from intra-enterprise, decrease the cost and increase the effect, for achieving qualitative leap.This thesis takes this as a proposition, and attempts to make a detailed analysis and research in the hope of instructively fathoming out the development of the total technological management level of Wire and Bar Steel Plant in Hansteel Group.Regarding of the structure of the total technological management system, the thesis starts with six sub-systems, which are technological innovation management, equipment & technics management, technicist management, quality management, security management, information technology management. In addition, the author makes the respective analysis of the current situation of technical management of Wire and Bar Steel Plant in Hansteel Group. On this basis, integrating and perfecting total technological management system of Wire and Bar Steel Plant in Hansteel Group is present. Among these, the thesis emphasizes operation and optimization of equipment & technics management and technicist management within total technological management system, and provides the corresponding empirical analysis results.
