商圈对我国新城建设的作用机制研究

【摘要】 随着我国城市化进程的加快,新城发展已经进入全面化的建设时期。新时期的新城建设已经表现出与工业时代大相径庭的特点,且更加要面对信息时代和知识经济对城市空间提出的新型要求。商圈作为对形成新型相对独立的综合性社会的有效补充,发挥着聚集经济的作用。如何将商圈作用最大程度的发挥直接关系着新城的持续性建设和健康有序的发展。欲解答此问题,城市规划须理清商圈建设与新城发展在作用机制和发展时序上的对接关系并进行有效引导,从实现新城有机生长的角度保障我国新城建设的顺利进行。新城中的商圈建设是基于新城与商圈相互选择的过程。作为第三产业聚集的增长极核,商圈的特征及经济组合方式既推进了新城的城市化过程与建设开发,同时又对商圈成长的良好环境提出基础性要求,涉及到母城的发展阶段、新城的规模、位置以及政策力与市场作用的平衡。结合我国新城发展的实际状况,可将其分为:内生型、外溢型和跳跃型新城三类。选取我国三类新城商圈建设的案例作为研究基础,分析其不同阶段的作用特征,明确商圈对我国新城建设作用的关键层面。进一步确定了人口导入、产业关联、土地增值和阶段演化为主要要素分析商圈对新城建设作用的发生方式与过程,建构了商圈对我国新城作用机制的框架:商圈通过吸纳人口迁移来丰富新城人口类型,同时还通过补充带动劳动力就业加速新城人口导入过程;商圈在新城中的产业效应最直接表现为与相关的服务行业的有效串接,和与新城现有制造业的服务链接;商圈通过对新城土地增长的时空影响体现其拉动新城发展的又一优势;商圈与新城建设在初建期、发展期和平稳期的过程中表现出了不同的建设特性和作用规律,成为影响商圈与新城建设的有效推进的关键所在。最后提出商圈促进我国新城建设的行动策略,以实现商圈与新城建设在各发展阶段中的有效配合与推进。完成初建期合理规划商圈,保障商业服务配套;发展期注重商圈协同,形成新城自身发展动力;平稳期推动商圈升级,助力新城高效运转,带动周边区域发展,最终实现商圈对新城建设的有效促进。
【Abstract】 With the accelerated process of urbanization in China, the development of new towns has entered the period of construction. New construction has been demonstrated with very different characteristics of the industrial age, which is not only to industrial development and the requirements of urban space expansion, but also to the information age and knowledge economy on the city’s new space requirements. Business district has played the role of agglomeration economies, as the integrated effective complement to the new, relatively independent community. Business district also started to become the focus of the new town construction. How to maximizing the role of the business district is directly related to the sustainability of construction of new town construction and implementation of healthy and orderly development. To deal with this problem, urban planning should sort out the effective docking relationships between business district and new town development in action mechanism and the timing for the guiding, achieving security of China new town development for the perspective of organic growth.Business district construction is based on mutual selection process of the new town and business district. As growth pole of the third industry, business district has special characteristics and economic combination to promote the process of new town development and construction, also for foundation requirements of the growth, involved in the development stage of the mother city, new town size, position and policy and market equilibrium.With the actual situation of China’s development of new town, it can be divided into three categories: endogenous type, spillover type and jumping type. Through the cases of three types of new town as the research base, the thesis analysis of the role of the different stages of development, to further define the important role of business district in China’s new town construction.Determine the population into, industry associations, land value and stages of evolution as the main elements for the construction framework of the business district active mechanism. Business district has absorbed migration to rich the population type, and to stable living, also driven by additional labor force to accelerate the process of population into new town. Business district performance of the industry effect in new town in the most directly related to service industries as an effective tandem, and linking services with the existing manufacturing Business district stimulating effects on land growth of time and space is another advantage of new town Development. The construction of business district and new town has shown the different performance characteristics and construction rules in the early stage, development stage and stable stage of the process, which has been the key to influence the construction promoting.Business district promoting a realistic approach to the construction of new town is to action their construction in all stages of development and promote the effective cooperation. Take rational planning in the early period and ensure commercial service facilities. Focus on the development of cooperative business district in development stage, forming new town power. Promoting the upgrading of the business district, make a great power of efficient operation of new town, with the surrounding areas development. Ultimately achieve the effective promotion of new town construction.
