三峡坝区水污染事件信息系统构建研究

【摘要】 随着三峡大坝的建成,三峡坝区水污染问题日趋突出。三峡坝区处于两坝之间,航运发达;坝区内矿产资源丰富,化工企业众多;三峡坝区贯穿宜昌市区,沿岸居民人口密度较大,生活污染排放比较严重。三峡坝区非常容易发生各种水污染事件。而三峡坝区现有的水污染管理体制存在着诸多问题:多头管理,信息标准不同一,信息利用率低下等等。为解决这一系列问题,本文提出建立三峡坝区水污染事件信息管理系统。通过这个系统,可以对所有水污染事件信息进行监控;通过对监测信息的分析,及时发布准确的预警信息;事件发生后,及时对可能的衍生路径进行预测,对次生事件进行预防预警。本文在如下几个方面进行了初步研究:(1)对水污染和水污染事件进行了辨析,对水污染事件信息进行了整理分类。(2)提出了水污染监测信息标准化,以及对水污染监测信息进行筛选。(3)对水污染预警信息进行了分类,并分别提出了各类预警信息的生成方法。(4)对预警信息发布标准进行了初步研究,列出了信息传递的几条基本路径。(5)提出了三峡坝区水污染事件信息系统的技术实现方案。

【Abstract】 With the accomplishment of Three Gorges Dam, the watre pollution problem of Three gorges dam area become more and more serious. Three Gorges Dam aera locates between Gezhou Dam and Three Gorges Dam, shipping industry is very prosperous; There are many minerals and Chemical enterprises in the Three Gorges Dam aera; Three Gorges Dam aera go through the city of Yichang, there are many people emissing sanitary sewage into the river. So the water pollution accident is very easy to happen in the Three Gorges Dam aera. But the management of water pollution accident in Three Gorges Dam aera has many problems: Multi-thread management, Information standard not unified, the Use factor of information low and so on. To solve the this series of the problems, this paper state building the system of Gorges Dam aera water pollution accident management. Using this system, we can Monitor all of the water pollution information; Through the analysis of the monitor information, we can announce the early warning informatiom promptly and accurately;After the occurrence of the accident, we can forecast the derivation path of the accident, and forecast, prevent the derivation accidents.This paper do some research in the following aspects: (1) Discriminate the concepts of water pollution and water pollution accident, Definite the water pollution accident information ; (2) State Standardying the water pollution accident information, and Screening the information; (3) Classify the water pollution accident early warning information, and point out the diffierent paths of produceing early warning information; (4) Do research in the Standard system of early warning information, state the basic paths of the Information transmission. (5) State the technology scenario of the water pollution accident information management system of Three Gorges Dam aera.
