大学校园节水管理研究
The Water-Saving Management in University Campus

【摘要】 我国是教育大国,大学人均水耗量高、节水潜力大,节约用水是建设资源节约、环境友好大学校园的重要内容之一。本文运用工程规划设计管理理论和系统分析方法,对大学校园节水管理理论、方法进行了研究,并运用到天津大学校园节水规划设计管理中。对于公共卫生用水的节水管理,提出了多种技术方案,论证了推广节水器具、改进清洁方法的必要性,在经济条件允许的范围内尽量使用带有感应设备的节水器具,以便将人为浪费现象减至最低;提出了综合运用多种方法制定用水定额办法以及用水情况考核办法,主要包括对用水记录的考核,对管网、用水设备和楼内清洁情况的考核,根据定额对用水量的考核。对于经营性用水的节水管理,提出要进行用水价推动的节水技术改造方案,重点分析了智能卡水控系统,论述了利用阶梯水价进行节水管理的意义和方法。用ELES模型分析学生的水价支付能力,发现只提高水价不能达到节水的目的,且生活质量会受到损害,提出学校应对经营者采取阶梯水价的收费模式,根据用水者所用水量分级计算水费。对于绿化用水的节水管理,提出了节水灌溉和雨水利用多种技术方案,并结合大学校园的特点提出多种技术综合利用的办法。灌溉方式宜采用喷灌系统局部增加微喷带的并且适宜采用绿地智能灌溉控制系统;宜于大学校园的雨水利用技术主要是屋面、道路的雨水收集贮存技术和设计低洼绿地等雨水渗透技术,需要制定的管理制度。
【Abstract】 China is a big country of education, the per capita water consumption in university campus is high, there is a big water saving potential. Saving water is one of the important content to build resource-saving and environment-friendly campus. Based on engineering planning design management theory and system analysis method, this thesis makes a deep study on water-saving management theory and method which is applied to design water-saving management of Tianjin University campus.To save public-water, this thesis proposes several technical programs and demonstrates the necessary of promoting water-saving appliances and improving cleaning methods. To use infrared water-saving device if we can will minimize the waste by people. This thesis proposes a procedure of water-saving management and a method to formulate water quota which includes various methods. How to evaluate water consuming is also mentioned which includes the assessment of water records, the assessment of the pipe and water equipment, the assessment of the cleaning method in the building and the assessment of water consumption according to the quota.To save water for sale, this thesis proposes several technical programs which have to be used by the operators because of the high price of water from the aspect of technique reform. Among those programs, a water control system for IC cards is focused on. From the aspect of system reform, this thesis proposes the meaning of gradational water price in the water saving management and how to formulate it. The Extended Linear Expenditure System (ELES) model is suggested to evaluate the payment ability of students for water use. To rise price up cannot achieve the purpose of water-saving and quality of life will be reduced. Gradational water price can be used to solve the problem; the water price is different according to the calculation of water consumption.To save irrigation water, this thesis proposes the method of water-saving irrigation and to reuse the reclaimed water and rainwater. Sprinkler irrigation system with local micro spray irrigation system and intelligence supervisory system of greenhouse on GPRS should be adopted. In campus, roofing and road rainwater collection and storage technologies and low-lying green can be used. A suitable management system is proposed.
