【摘要】 地方政府是对地方事务进行直接管理的重要机构,是地方事务的直接管理者、推动者、领导者,是政府与公民发生关系最紧密、最直接的主体。随着改革开放事业的稳步推进,我国各地方的经济、政治、文化发展迅速,人民生活水平显著提升,其中地方政府在地方经济、科技等硬实力方面的发展作用巨大。但同时却忽视了地方政府自身软实力的建设和提升,产生了一些严重的社会问题。本文主要研究的是当前社会转型背景下我国地方政府在软实力建设方面所存在的问题,并针对其问题分析了存在的原因和提出了相应的解决措施。几年以来,由于受片面的政绩观的影响,地方政府忽视了地方政府软实力的提升,主要表现在忽视地方政府新公共行政伦理的塑造,公共服务理念缺失；地方政府政策可持续性差,政策执行能力低下：地方政府危机公关和管理意识薄弱,缺乏亲和力和公信力；地方公民社会发育不成熟,地方政府缺乏整合力和地方政府的国际影响程度低,缺乏感召力等,这成为了地方政府能力进一步提升的瓶颈,严重影响了地方政府服务公众和相关职能的发挥,不利于地方政府竞争力的提高。因此,提升地方政府的软实力对于提升地方政府执政能力和竞争力,增强地方政府的政治合法性和建设社会主义和谐社会具有非常重要的理论和现实意义。本文主要从加强地方行政伦理的培育和建设,塑造新公共行政伦理；加强理念、行为和政策公信力建设,增强地方政府的公共信誉；加强地方政府危机管理能力,创造稳定安全的社会环境；加强与第三部门的合作,构筑良好的地方社会网络和加强对外宣传,扩大与国外地方政府的交流,增强对外吸引力等几个方面重塑地方政府的软实力,理顺各种关系,不断增强地方政府的综合实力,更好的促进社会主义和谐社会构建的实现。更多还原

【Abstract】 Local government is an important administration department dealing with local affairs, also the direct administrator and leader of local affairs. With the steady development of reform and open policy, local region’s economy, politics and culture in China has developed rapidily. Local government in China made great contribution to the promotion of local’s hard power, such as economy, science and technology. However, China’s local government ignores the construction and promotion of soft power itself, which leads some severe social problems.This thesis mainly concentrates on the problems on the construction of soft power in China’s local governments under the ongoing social transitional context, and analyses the the reasons about the above problems and takes relevant measures to solve them.In recent years, due to the influence of one-sided orientation of achievements, local governments in China paied less attention to the promotion of soft power, which are as follows:ignoring the moulding of the new public administerial ethics; sustainability and executive capacity of public policy is poor and low; local governments’crisis management and public relation ideology are weak, lacking of public credibility; the local’s civil society is not mature and local governments’ integrated capacity is weak; the level of internationalization is low and inspiring capacity is poor. All those aspects restrict the development of local government’s administrational capacity and supply the public service, also have no favor to the promotion of local government’s competitiveness. Therefore, improving local government’s soft power has profound theoretical and practical significance for promoting local government’s administrational capacity and competitiveness, increasing local government’s political legality and constructing a harmonious socialist society.The purpose of this thiese is to reshape and improve local government’s soft power in terms of cultivating new public administerial ethics, constrcting value credibility, behavior credibility and policy credibility, increasing crisis management capacity, cooperating with the third department and expanding the communication with local governments abroad. If so, local government’s comprehensive strength will be increased and a harmonious socialist society will come true.更多还原
