【摘要】 当今中国老百姓“看病贵、看病难”的问题受到了社会各界的广泛关注,其中医疗服务市场的核心因素——医疗服务价格直接决定了医疗费用的高低和医疗服务的利用程度。医疗服务价格规制政策不合理或者国家对医疗服务规制不到位是造成目前我国医疗服务市场突出问题的重要原因。在上述背景下,以医疗服务价格规制作为论文的选题具有很强的理论意义和现实意义。在理论方面,丰富了卫生经济学的研究内容以及为我国医疗体制改革提出了相关建议。在现实方面,合理的医疗服务价格对改善我国老百姓的“看病贵”的问题是有直接效果的,同时保证医疗机构的可持续健康发展。作者运用了规制经济学、信息经济学和卫生经济学的相关理论,对我国的医疗服务价格规制问题进行了研究。论文使用了文献研究和比较研究的方法,对国内外医疗服务价格规制研究现状进行对比分析。随后在回顾我国医疗服务价格体制变迁的基础上,通过实证方法来证明医疗服务价格规制是影响我国医疗费用的重要因素。在实证中,采用了最新二手数据重新构建计量回归模型,并在多元回归分析中使用了Prais-WinstenAR(1)迭代法。接着构建了我国医疗服务价格规制模式,该模式主要是从规避医疗服务市场中的信息不对称角度出发,在投资回报率价格规制模式的基础上,引入了标准规制价格和价格上限因子,在投资回报率价格规制模式的基础上构建的。同时还考虑了医疗服务质量和物价指数等因素。最后根据前文的研究结果,为我国医疗服务价格规制进一步的完善提出相关建议,并为将来该领域的进一步研究指明了方向。更多还原

【Abstract】 At present, expensive medical bills and difficult access to medical service is a focus of our society. The core factor of medical service market, medical service price,directly determines the medical service cost and medical service utilization degree. The regulation policy of medical service price is unreasonable or does not reach the designated position, causing the prominent questions in the Chinese medical service market.Under this background, it has strong theoretical and realistic significance with price regulation of medical service as the topic. In the aspect of theory, enrich the research contents of health economics and put forward related suggestions for our medical system reform. In the aspect of reality, reasonable price of medical services has a direct role to reduce our common people’s medical cost and ensure the sustainable healthy development of medical institutions.The related theories of the regulation economics, information economics and health for our country’s medical service are used for studying the problem about the price regulation of medical service. By using the methods of literature research and comparison, analyse the status of domestic and foreign research about the price regulation of medical service. Then on the basis of reviewing the history of medical service price, prove the medical service price regulation is the important factor influencing medical expenses by empirical method. During empirical process,use the latest second-hand data to build the econometric model and iteration method of Prais-Winsten AR(1) is used in multiple regression analysis.Then form the aspect of avoiding information asymmetry in medical service market, introducing the yardstick regulatory price and price-cap factor, the new model is constructed on the basis of rate of return regulatory model, and some factors such as medical service cost and price index are also considered. Later, some relevant suggestions are provided for improving the price regulation of medical service.At last, summarize the article,and point out the future direction of the study.更多还原
