京沪高铁与沪宁城际并行段项目施工管理研究

【摘要】 面对我国经济快速发展的形势,建设安全、高效、优质、快捷的高速铁路客运系统,是我国交通运输发展的必然选择。随着京津城际、武广高速等标志性高速铁路的建成,京沪高速铁路的全面开工建设,我国高速铁路施工技术得到了全面的提高,而对于施工管理方面的研究则相对较少。文章以京沪高速铁路与沪宁城际并行段项目为研究案例,从质量安全、进度、施工协调管理三个重要方面进行深入探讨,分析和研究了项目的施工特点和影响因素,深化过程控制并制定了相应的保证措施。由于两条新线的并行区段同时开展施工,造成施工环境复杂,施工管理难度和安全风险增大,施工现场、施工单位内部以及相关部门间的协调配合十分重要,必须寻求科学有效的施工管理才能解决好这一系列的难题。主要取得的研究成果如下:(1)结合新建的京沪高铁与沪宁城际并行段项目的具体情况,分析了项目施工的复杂条件及工程的重难点,突出了项目安全施工和施工协调的重要性。(2)确立了项目的质量安全目标并建立了相应的保证体系,提出了加强施工过程控制的各项措施,针对并行施工潜在的安全风险,制定了突发情况下的紧邻既有线施工安全应急救援预案,作为项目的一个技术储备。(3)基于项目的施工进度计划,分析了影响进度的主要因素,通过网络化、信息化途径综合控制项目进度,制定了以架梁为主线的施工组织动态调整方案,有效地指导了现场施工。(4)分析了影响并行段项目施工的关键要素,重点针对施工现场、施工单位内部以及与既有线运输部门的协调配合展开深入研究,提出了一系列施工协调管理措施,为今后类似的高速铁路新线工程项目的建设施工提供了参考和依据。

【Abstract】 Facing rapid economic development situation of China, constructing safe, efficient, high quality, efficient high-speed railway passenger transport system is the inevitable choice of our country’s transport development. With the tag high-speed railway of Beijing-Tianjin intercity railway, Wuhan-Guangzhou high-speed railway have been built, the comprehensive commencement of production of Beijing-Shanghai high-speed railway, our country’s high-speed railway construction technology has been improved comprehensively, yet as for the construction management research is relatively less.The Beijing-Shanghai high-speed railway and Shanghai-Nanjing intercity railway parallel section of the project has been used to the paper’s case study, from quality and safety, schedule, construction coordinated management of three important aspects, characteristics and influencing factors of project construction have been analyzed and studied, deepening the process control, draw up corresponding assurance measures. Because of parallel section of the two routes constructed simultaneously, complex construction environment has been caused, construction management difficulty and safety risks big, the coordination of construction site, internal construction unit and other related sectors is also very important, these series difficult problems can be resolved by seeking scientific and effective construction management. The main research results that have been obtained are as follows:(1) Combing the particular case of Beijing-Shanghai high-speed railway and Shanghai-Nanjing intercity railway parallel section of the project, the complex conditions of the project construction and project key and difficult points have been analyzed, and the importance of construction safety and construction coordination has been given prominence.(2) Establish project quality and safety objectives and corresponding assurance system, measures have been proposed to strengthen construction process control, against potential security risks of parallel construction, safety emergency plan at emergency situations that close to existing line has been formulated, used as a technological reserve of the project.(3) Basing on project’s construction schedule, analyzing the main influencing factors, comprehensively control project progress through network and information channels, dynamic adjustment of construction organization plan that use g.a liang as the main line has been formulated, effectively guide site construction.(4) Analyzing project construction key elements of Parallel section, primarily study the coordination of construction site, internal construction unit and the existing line transportation sector, a series of construction coordination management measures have been proposed, providing reference and basis for future similar high-speed railway project construction of new line.
