湖南攸县新市镇“村帐镇代理”存在的问题及对策研究

【摘要】 近年来,很多地方,乡村债务普遍,乡村财务管理混乱,这一现象削弱了基层的实力,制约了乡村的自我发展,影响了农村干群关系,不利于基层干部队伍的稳定。所以,探索一条规范的乡村财政管理道路迫在眉睫。“村帐镇代理”正是广大基层工作者在推进新农村建设和基层民主化进程中,探索出的一条乡村财政管理的新路子。笔者在本文中以湖南攸县新市镇为例,致力于探索“村帐镇代理”的有效实现途径。本文共分为五部分。第一部分为绪论。主要介绍了研究本课题的背景、意义、国内外的研究现状以及研究内容与方法。第二部分为”村帐镇代理”相关理论分析,为本文的写作奠定理论基础。第三部分为湖南攸县新市镇”村帐镇代理”的现状与存在的问题透析。介绍了我国”村帐镇代理”实施的背景及概况；湖南攸县”村帐镇代理”实施的基本情况；湖南攸县”村帐镇代理”的现状与存在的问题,并分析了造成这些问题的原因。第四部分为湖南攸县新市镇“村帐镇代理”的对策研究。笔者针对新市镇在”村帐镇代理”工作中的不足之处,提出了几条对策意见,包括：加强学习和动员工作,统一思想认识；建立健全相关制度,防止管理漏洞；完善培养机制,加强专业人员队伍建设；完善监督体系,加强监管工作。最后,笔者对本文进行了总结,提出自身研究的不足之处,并提出对以后研究的展望。更多还原

【Abstract】 In recent years, many parts of rural debt in general and rural financial management is in chaos, a phenomenon that weakens the strength of grass-roots level, which restricts the rural self-development, affected the rural cadre, is not conducive to the stability of grass-roots cadres. Therefore, exploring a standardized financial management of rural roads is imminent. "Village off the town agent" is the grassroots workers in the construction of new rural and grass-roots democratization process, and explores a village out of new ways of financial management. In this essay, You County, Hunan towns, for example, committed to exploring the "village off the town agent" Effective Ways.This article is divided into five parts. The first part is an introduction. The study focuses on the background of the topic, significance, status of domestic and foreign research and research contents and methods.
