【摘要】 近年来,我国重大自然灾害频发,灾害损失巨大。频发的自然灾害不仅严重威胁着公众的生命财产安全,影响了社会经济的建设和发展,也给人们的心理造成了严重的创伤,造成灾后的心理问题日益严重,引发了种种社会行为和现象,严重影响了人们的正常生活和灾后生产恢复,已经引起了社会各界的重视。所以,在救灾过程中,不仅要重视救助生命和财产,也要重视对心灵的救助。在国外,心理干预已经是灾害后政府应急管理当中不可缺少的重要组成部分,受到高度重视。我国的心理干预研究和实践比西方发达国家起步晚,很多理论研究和实践工作需要不断的加以完善,心理干预工作也还没有纳入到国家应急机制中。我国是政府主导型的社会,政府是进行灾后救援的主要实施者,而帮助灾民重建心灵家园,是政府义不容辞的责任,是重视公共利益的重要体现。目前我国已经在这方面做了一些理论研究和模式构建上的努力,意图将心理干预补充到救灾体系和应急管理体系中。本文就心理危机的心理学内容和公共管理学的相关内容进行研究分析,先是研究心理干预的相关心理学知识,其次分析了在自然灾害下进行心理危机干预的意义,总结了我国在灾害救援时进行心理危机的相关现状。然后文章从多方面讨论了我国在宏观的应急管理层面上进行心理危机干预时遇到的一些问题,指出在进行自然灾害心理干预时要注意借鉴发达国家与地区的经验做法,并就我国的实际国情对完善灾后政府应急管理的心理干预提出了一些建议。更多还原

【Abstract】 In recent years, our major natural disasters occur frequently, cause great damage. It is not only a serious threat to public safety of life and property, influenced social economic construction and development, but also gives people’s psychological serious damage, causes post-disaster psychological problems getting worse, triggers a variety of social behavior and phenomenon, seriously affects people’s normal life and post-disaster production recovery, it has already caused the attention from all sectors of society. So, in relief process, we should not only attach importance to save lives and property, also should attach importance to mind in aid. In a foreign country, after the disaster, psychological intervention is as an important part of the indispensable to the emergency management of government, attached much importance. Our country’s psychological intervention study and practice started later than western developed countries, a lot of theoretical researches and practical work requires constant perfected, psychological intervention work also haven’t attached to the national emergency mechanism.Our country is the government’s leading society, the government is carrying out post-calamity rescue main executor, helping victims rebuilding heart homes is government reconstruction obligatory and is the important embodiment of attention and public interests. At present, China has in this respect did some theoretical research and model construction efforts, intentions let psychological intervention added relief system and emergency management system. This paper related the psychology psychological crisis management content and public contents of research and analysis. Firstly, it researches psychological intervention related psychology knowledge; secondly analyses conducted in natural disasters in the meaning of psychological crisis intervention; in disaster relief in China was summarized, when the mental crisis situation related. Then the article discussed from several aspects in the emergency management in macro psychological crisis intervention on some of the problems, points out that in natural disasters must pay attention to the psychological intervention in the developed countries for reference when the experience with regional practice, and to the actual condition of our country government for perfecting the post-disaster emergency management of psychological intervention, some suggestions were put forward.更多还原
