【摘要】 随着电子政务建设向基层的推进,县乡一级的电子政务建设显得尤为重要。由于县乡一级大多没有政务专网,如何利用公网联接,在其基础上进行安全的电子公文管理成了当前基层电子政务建设必须研究的课题。本文首先分析了电子政务概念的内涵、外延以及协同办公平台与公文管理子系统的关系,详细介绍了本公文管理子系统建设的背景、网络基础,说明了本系统必须建立在公网通讯的基础上。随后本文进行了公文管理子系统的总体设计,并决定采用密码技术解决通讯的安全性问题,采用XML语言解决电子公文的标准问题,采取手写签批解决人们使用习惯的问题。然后本文着重对公文管理子系统进行了详细设计,对基于XML的电子公文格式进行了设计,对公文管理子系统各模块进行了设计,采用E-R模型对数据库结构进行了设计,对数据库表进行了分析设计,对系统的安全性进行了分析设计。最后本文介绍了公文管理子系统的应用情况。更多还原

【Abstract】 With the construction of e-government being propelled to the grassroots, its importance in county and town level is appeared. Because most counties and towns have no governmental networks, how to implement the secure electronic file transmission on the basis of how to make use of the public network connection has become the subject that is must researched by current construction of e-government in grassroots.In this paper, the connotation and extension of the concept of e-government and the relationship between cooperative work platform and document management subsystem are first analyzed and the background and network fundamentals of this document management subsystem are described in details, so as to illustrate that this system must be established on the basis of public network communication. Then, this paper overviews the design of this document management subsystem, deciding to solve the problem of security of communication by cryptographic technique and adapt XML language to solve the problem of the standard of e-document, taking handwriting-signing process to solve the problem of people’s use-habit. After that, this paper puts an emphasis on designing the document management subsystem, the XML-based electronic document format and each module of the document management subsystem, adopting E-R model to design for the structure of database, analyzing and designing the database table and the system’s security. At last, the application of the document management subsystem is introduced.更多还原
