【摘要】 在经济社会急剧转型的当代中国,社会主义市场经济的渐进发展呼唤诚信。恩格斯曾论述——诚信的本质首先是经济规律,其次才表现为伦理性质①。本文试图将其置于转型期社会主义市场经济现实视域下,从经济哲学角度深入解读其经济属性及其与效益的关系,揭示出诚信不仅是一个基本的道德规范,而且是一种重要的经济行动规律。基于此,本文主要围绕以下三个方面展开探讨。首先,超越简单的伦理道德范畴,进而站在经济哲学的层面深入看待诚信问题十分必要。汲取中西方诚信观的各自优长,将诚信定位为具有经济之本质属性且兼具经济与伦理双重属性,可以实现经济效益和社会效益双重功能相统一的经济行动规律乃本文之核心观点。次之,构建与中国特色社会主义市场经济健康发展相适应的诚信体系,并且完善相关的制度建设,才是扭转中国市场化进程中诚信危机严重局面的关键,也是建立一个成熟市场经济,推动“以人为本”之科学发展,促进社会和谐,继续全面建设小康社会的历史性客观要求。最后,当前推进我国诚信制度建设的前提性任务,就是要对市场企业主体进行符合社会主义初级阶段实际国情的界定。现代市场经济中的市场企业主体,应该成为一种笃诚守信的“经济人”,他本质上是在市场经济博弈中实现的经济理性与道德理性相统一的“理性人”,最终能够实现经济效益和社会效益的双赢,促进社会主义市场经济合乎经济行动规律地良性运转。由此可见,诚信作为现代经济社会发展的润滑剂,可以大幅减少交易成本,作为变量因素能够直接或间接地带来经济效益,对于完善社会主义市场经济体制、推动国民经济的健康发展和增强企业的核心竞争力具有重要的作用和意义,进而实现经济效益和社会效益双丰收,从而有利于转型期国民经济又好又快发展。更多还原

【Abstract】 With the rapid transformation of the economy and society in contemporary China, the progressive development of the socialist market economy calls for integrity. Engels has discussed that the essence of integrity is economic law firstly and then it is performed as ethical nature. This article attempts to consider it from the perspective of the transitional socialist market economy reality, and reveal that integrity is not only a basic moral standard, but also an important action law of economy by deeply explaining its economic attribute and the relationship between benefit and integrity. Based on this viewpoint, the article discusses on the following three aspects. First of all, it’s necessary to consider the issue of integrity deeply from the perspective of economic philosophy beyond the simple ethics category. Absorbing the respective advantages of integrity view from the west and china, it’s the core viewpoint in this atrticle that integrity is the action law of economy that can achieve functional unification of economic benefits and social benefits by dissertating integrity has economic attribute as its essential attribute and it also has dual attribute:economic attribute and ethical attribute. Secondly, it’s the key to turn around the serious situation of integrity crisis in the marketization process in China and the historical objective requirement to establish a mature market economy, push forward the scientific development of’People-oriented’, promote social harmony and build well-off society in an all-around way that we should build the integrity system which is adapt to the healthy development of the Chinese characteristic socialist market economy and pefect the construction of relevant systems. Finally, it’s the premised task to promote the construction of integrity system in China that we should define the market enterprise accord with the basic situation of the primary stage of socialism. The market enterprise in modern market economy should become a honest’economic man’, and it is’rational man’in essence which can achieve unification of economic rationality and moral rationality in the market economy game. Finally, it can achieve Win-Win of economic benefits and social benefits and promote the socialist market economy work accord with the action law of economy. Thus,as the lubricant of development of modern society and economic, integrity can significantly reduce transaction costs; as a variable factor, integrity can bring economic benefits directly or indirectly. Integrity has an important role and significance to improve socialist market economic system, promote healthy development of the national economy and enhance the core competitiveness of the enterprise, and then achieve Win-Win of economic benefits and social benefits so as to benefits the sound and fast development of the transitional national economy.更多还原
