【摘要】 近年来信息公开一词越来越多地走进人们的生活。特别是抗击“非典”,汶川地震,玉树地震以来,我国保障公民知情权、要求信息公开的呼声日益高涨。改革开放以来,我国的信息公开制度取得很大成绩,但是由于观念落后、缺乏制度的保障、权力滥用、违反信息公开原则,践踏公民知情权的事例仍然层出不穷。因此,探讨我国信息公开制度的现状与不足。有助于我们进一步完善信息公开制度,更好的保障公民权利。文章从信息公开制度入手,分三部分进行论述。第一部分,信息公开制度。主要探讨信息公开制度的概念、理论基础及形成变迁,从理论角度对信息公开制度进行审视。第二部分,政府信息公开制度与知情权、国家秘密的关系。主要是论述三者之间的关系。第三部分,我国政府信息公开制度的现状、问题及完善。主要是介绍我国政府信息公开的现状、问题及提出了自己的建议。更多还原

【Abstract】 In recent years the term more and more open information into people’s lives. In particular the fight against "SARS", earthquake, earthquake Yushu, China’s protection of citizens right to information, information disclosure requirements is growing. Since reform and opening, China made great achievements in information disclosure system, but because of backward thinking, lack of system security, abuse of power, violation of the principles of information disclosure and trample the right to know the stories are still emerging. Therefore, we investigated the status of our open system of information and inadequate. Help us further improve the information disclosure system, the better protection of civil rights.Articles from the information publicly with the system, discussed in three parts. The first part, the information disclosure system. Focuses on the concept of information disclosure system, the theoretical basis and the formation changes, from a theoretical perspective to examine information disclosure system. The second part, the government information disclosure system and the right to know the relationship between state secrets. Mainly discusses the relationship between the three. The third part of the open system of Government Information Status, Problems and Improvement. It mainly describes the status of our open government information, problems and put forward their own proposals更多还原
