【摘要】 近年来,随着改革开放的深入和社会转型力度的加大,我国社会利益主体、价值观念和人们的生活方式日趋多元化,各种社会冲突和社会矛盾逐渐增加,由此引发了大量的群体突发事件。特别是城市群体性突发事件的频繁出现,已成为影响我国城市稳定的突出问题。城市群体性突发事件是以有共同利益诉求者为群体,在城市区域及其周边发生的群体事件,具有群体性和地域性特征。目前城市群体性突发事件主要表现为集体上访、示威游行、断绝交通,围攻党政机关并伴有打砸抢烧等形式,具有数量不断上升、规模越来越大、参与主体成分多元化、非直接利益诉求型的泄愤群体性事件日益增多的趋势。这既有一定的积极作用,也有不可忽视的消极作用。城市群体性突发事件发生,既有体制和政策原因,也有政府管理能力及人员素质不高的原因,还与社会心理密切相关。为此,必须不断完善各种体制机制,适时调整相关政策,加快政府管理能力建设和政府人员素质的提高,重构社会互信或诚信体系,注重社会心理的疏导。只有这样,才能调整好各利益群体间、各社会阶层间的关系,尽可能地预防和减少城市群体性突发事件的发生,更好地维护社会稳定,增进社会和谐,促进国家经济和社会健康快速的发展和全面进步。更多还原

【Abstract】 In recent years, With the deepening of reform and opening-up and the social transformation, Our social stakeholders, values and lifestyles increasingly diverse, Various social conflict and social contradictions gradually increase, which caused a lot of group events.Especially the urban colony accidents occur frequently, it have affect the stability in urban.Cities Unexpected Group Events is to appeal to common interest groups, the city and its surrounding areas of population, and regional group events. Current urban colony accidents is mainly for the collective appeal, demonstrations, ex-communicated, party and government organs and siege in Lhasa, etc. With increasing number and size bigger and participation body composition diversity, the direct benefit of the masses event feel increasing trend. This has certain positive role, also have ignored the negative effects. Cities colony accidents occur, both system and policy, also has the government management ability and the quality is not high, the reason is closely related with the social psychology. Therefore, we must constantly improve various mechanisms, adjust the relevant policies, speed up the construction of the government management ability, and the improvement of the quality of personnel, the reconstruction of social trust or credit systems and pay attention to the social psychology counseling. Only in this way, can adjust between various interest groups, the relationship between social classes, as far as possible to prevent and reduce the urban colony accidents occur, better maintain social stability and promote social harmony, and promote national economic and social development and healthy and rapid progress.更多还原
