【摘要】 交通管理体制是影响交通运输生产效率、决定交通运输和社会经济是否能协调发展的关键因素,先进的科学管理体制是提高交通运输管理水平和生产效率的有力保障.现代物流的形成和发展是市场分工与合作的综合产物,是多种因素综合作用的结果。其中包括：市场的开发和竞争、电子计算机和通讯技术的发展、交通运输基础设施和运输技术的发展、运输市场的开放和规范化、运输成本的降低等。这是一个被市场竞争机制和完善的政策与法制所引导的资源配置优化的必然结果。从国外物流业的发展历程来看,政府的相关政策与法制在其中发挥着重要而具有决定性的作用,同时政策、法规的制定和实施都离不开各相关主管机构的有效运作和相互协调。探索与建立符合中国特色的交通运输物流管理体制,探寻合理的交通运输业物流综合管理的组织架构,充分发挥政府的引导职能和宏观调控功能,建立健全行业协会的功能,形成高效的政府、协会与企业之间的协同机制,是我国交通运输物流发展的关键,关于这方面的研究也正在成为研究如何促进我国物流业发展的重点,也是本论文研究的目的所在。本篇论文在概要分析交通运输物流体系的理论框架,描述交通运输物流框架体系的构成、各组成要素间的结构层次关系的基础上,基于广泛的调查研究和文献资料的收集整理,对我国交通运输物流框架体系各组成要素现状进行了分析,尤其是通过对我国交通运输企业开展物流服务的问卷调查结果进行统计分析,对政府宏观管理体制环境和政策法规环境的现状及其存在的问题进行了全面系统的阐述。在此基础上,结合国外交通运输物流管理经验及其对我们的启示,对如何构建结构合理、功能完善、运转高效的交通运输物流框架体系,从体系各组成要素进行了系统分析研究。随着电子商务的迅猛发展,物流业被提到了前所未有的高度,但我国物流发展的现状却成为制约电子商务发展的瓶颈。本文分析了当前电子商务物流管理的现状,阐述了物流一体化和专业的第三方物流的发展,并提出了适合中国国情的综合物流代理模式。更多还原

【Abstract】 The traffic and transportation management system is the key factor influencing the efficiency of traffic and transportation and ensuring harmonious development between traffic and transportation and social economy. The form and development of modern logistics is the composite result of division and cooperation of industry, the influence factors including the searching and competition of market, the development of computer and communication technology, the technique and infrastructure of transportation, the opening and standardization of transportation market, the reducing of transportation cost etc. It is a inevitable outcome of optimizing of resources collocation. Exploring and establishing right system of transportation administration, the method of exerting government’s function adequately.This paper’s main contents firstly analysis the current framework of transportation administration. Carry out expatiation on the actuality and problems of the current framework of transportation administration, according to comprehensive survey, collection and conformity of the information, especially through statistic analysis of the information, which comes from the survey on the situation of logistics service to the concerned companies. Based on the above information and the experience and apocalypse of foreign transportation administration, the author expands research on how to construct a perfect, efficient framework.With the rapid development of the E-commerce (Electronic Commerce), logistics was brought to the unprecedented height. But the state of our country’s logistics has already become a big bottleneck to the development of E-commerce.
