【摘要】 滨海新区的开发开放已纳入国家发展战略,滨海新区的功能定位之一是成为北方国际航运中心和国际物流中心。天津港作为滨海新区建设北方国际航运中心和国际物流中心的核心载体,面临着前所未有的发展机遇。东疆保税港区后方堆场作为天津港货物暂存、中转和物流加工的主要场所势必会迎来更大更广阔的发展空间。天津港东疆保税港区作为推进天津滨海新区开发开放的重要的改革试验基地和桥头堡,其后方堆场的建设加快了东疆港区开放的步伐,翻开天津港迈向新时代的扉页,也为新港区的发展赋予了崭新的内涵。东疆保税港区后方堆场战略研究在这个大背景下应运而生,成为东疆保税港区发展战略的研究成为重要课题。本文从东疆保税港区后方堆场可持续发展的角度,根据发展战略理论,结合东疆保税港区后方堆场自身资源特点,深入分析和探讨了保税港区后方堆场的内外部战略环境、发展战略的目标、发展战略重点、发展战略规划和发展战略的实施措施。首先分析了天津港东疆保税港区后方堆场发展战略研究的背景与意义,阐述了保税港区后方堆场的基本理论；紧接着结合天津港东疆保税港区的发展现状,分析了东疆保税港区后方堆场的内外部战略环境；然后根据东疆保税港区主营货类为集装箱的事实,分别应用三种单项预测模型预测天津港的集装箱吞吐量,比较优化后最终采用组合预测模型进行了优化预测；在前面已有分析的基础上,结合保税港区后方堆场发展战略的指导思想与战略定位,给出了东疆保税港区后方堆场的发展战略目标、发展战略重点和未来10年的战略规划；最后,提出了东疆保税港区后方堆场发展战略的实施措施和未来发展的展望。更多还原

【Abstract】 The development and opening of Binhai New Area has been integrated into national development strategies, one of the Function of Binhai New Area is to become the northern international shipping center and an international logistics center. Tianjin port, as a core carrier in Binhai New Area,as is facing unprecedented opportunities for development. The rear yard of Dongjiang Bonded Port,as the main places for goods temporary, transit and logistics processing, is bound to usher in a greater and more broad space for development. Dongjiang Bonded Port as the development of Tianjin Binhai New Area of reform and opening up important test base and bridgehead. The rear yard construction accelerates the pace of open port, opens a new page and gives new connotation for the development of Tianjin Port. Development Strategy Research of Dongjiang Bonded Port RearYard of Tianjin Port comes into being in this background and becomes an important issue.From the viewpoint of sustainable development of Dongjiang Bonded Port RearYard,this paper analyzes and discusses the internal and external environment, development strategy target system, development strategic focus, strategic planning and development strategic measures. Firstly, this paper analyzes the background and significance of Dongjiang Bonded Port RearYard’s development strategy research, and describes the related basic theory. Secondly, it analyzes RearYard’s internal and external environment. Thirdly, according to the fact that containers are the Main Commodity of Dongjiang Bonded Port,three individual forecasting model are applied to Tianjin Port containers throughput forecast, finally the combination forecasting model is chose to predict the containers throughput of Tianjin Port. Then combining the guiding principles and strategic positioning, this paper gives the development strategic objective system, development strategic focus and strategic planning for the next 10 years.In the end, this paper put forward the development strategic measures and future development prospects of Dongjiang Bonded Port RearYard.更多还原
