【摘要】 从世界经济发展的历程来看,沿海港口城市一直是世界各国经济发展最具活力和生机的区域,是物流集散、要素集聚、产业集中、经济繁荣发达的地区。世界上70%的工业生产力和75%的大城市都聚集在海岸带地区。因此,大办港口工业,发展港口产业,壮大港口经济,无疑是北部湾经济区快速发展的一个必然选择。产业集群的政府治理是市场经济条件下政府经济职能在产业集群发展中的表现。北部湾经济区港口产业集群的政府治理基于对共同利益追求的原则,区域间政府应加强合作的制度化、规范化,构建多层次的合作组织机构,创新区域公共管理地方政府治理合作模式,把握产业集群形成的内在规律,发展具有比较优势的重点产业,培育具有国际竞争力的港口产业集群。要从法律法规体系、投融资体系、中介服务体系、现代市场体系、人文环境体系等方面构建港口产业集群发展政府治理的保障体系,“协同”运作、共同发展,以获得系统原理中的“达到功能最优”、“整体大于各部分之和”等效应。港口产业集群发展的政府治理问题需要在港口产业集群的发展过程中不断地摸索求解。要不断进行北部湾港口产业集群发展中政府治理模式的创新。通过体制改革和机制创新,创造和建立起一套既适应中国社会主义市场经济体制又符合国际惯例,既切合区情又充分体现北部湾经济区特色,既突出经济职能又兼容社会管理,功能齐全、办事高效、运转协调、行为规范的新型管理体制。全面贯彻落实科学发展观,培育发展北部湾经济区港口产业集群,大力发展广西区域经济,快速“推动产业结构优化升级,走具有特色的新型工业化道路”,实现跨越发展,建设富裕广西。更多还原

【Abstract】 From the history of development of world economics, the littoral city are always be the region which contains vigor and livingness of economic development in variety of countries, it is the region of logistics distribution, industrial convergence and economic prosperity. It is nearly 70 percent of industrial production and 75 percent of large city were converging in littoral . So taking great efforts to seaport industry, enlarging seaport enocnomics are definitely the choice of fastly development of Bei-bu Gulf economic region.Government governance of industrial clustering which is the government economics’functions in the performance of industrial clustering that lies in the background of market economics. The government governance of Beibu-Gulf economic region’s seaport industrial clustering based on the principle that pursuing mutual goals. The governments among regions should enforcing the systems and standardization of cooperation, constructing multi-layers’cooperate organizations, innovating local government of region public administration’s governance and cooperation’s modes., grasping the internal discipline of industrial clustering, developing the key industries that contains comparable advantages , fostering the seaport industrial clustering that possesses international competition .Building the government governance‘s security systems in the development of seaport industrial clustering should take the measures from the institutes of laws and orders , investment and gathering finance , matchmaker’s service, modern market as well as humane environment . And those institutes should take synergy, mutual development in order to obtains the whole-system’s principle that get the optimal functions plus whole effects are larger that divided parts.The government governance problems of seaport’s industrial clustering need to grope continuously in the process of its development. In addition, it requires the innovation of government governance mode in the development of Beibu-Gulf industrial clustering. According to the system reformation and mechanism innovation which creating and building the convention that suits the socialist market economy and foreign economic system. Plus, it also fully adjusts to the speciality of Beibu-Gulf economic region, confirms to the the financial function and compatibles to the management system which includes social management, function completeness, handling effectiently, operation coordinately, behavior normally. Implementing the scientific development views totally, cultivating the seaport’industrial clustering of Beibu-Gulf, developing the Guangxi region’s economic enormouly, boosting the optimal update of industrial structure steping into the newly industrial way that includes features, then achieving span’s development and constructing the wealthy Guangxi .更多还原
