煤矿安全并行预控管理方法研究

【摘要】 煤炭是我国的主要能源,是我国国民经济和社会发展的重要基础产业,但各类矿山灾害时有发生,不但给国家和人民造成了重大的经济损失,也带来了不良的社会和政治影响。因此科学研究探索煤矿安全影响因素、理清管理思路,科学决策,避免灾害发生具有重要的现实意义。本文充分综述了安全管理的国内外研究现状,分析了我国煤矿安全管理存在的问题,在此基础上,根据对煤矿预控的系统认识,利用混沌系统的三个特点:初始条件的依赖性、放大效应和长程关联性——长期行为的不确定性、人们对并行的认识以及工业工程中的并行理论,建立了安全并行预控管理系统模型。该系统模型涵盖了个体预控与组织预控两个并行闭环。系统的运行以初始条件稳定为基点,以控制系统中的不稳定因素出现“放大效应”和长程关联为运行原则。一方面,通过对煤矿作业人员实行树式安全教育培训、不安全行为分析、不安全行为控制、薄弱人物控制和安全习惯培养等,个体预控提高了个体快速、灵敏、有效响应环境变化的能力,实现了职工对危险源觉察-识别-决策-措施实施-意识提升,这一过程的预控。另一方面,组织预控以个体预控反应为其要素,通过不断提高和反复加强个体的预控能力来提高组织的预控反应。同时,发挥组织的优化、协调优势,通过考核激励、隐患并行评价、隐患动态监控、生产分阶段排查体系、隐患动态监控系统和井下专项诊断,实现系统初始条件稳定以及不稳定因素的长程关联控制。煤矿安全并行预控管理方法理清了安全管理的思路,分析并掌握了影响安全的各个要素之间的关系,同时提出了相应的方法措施,有利于实现整个安全管理系统的最佳配合,提高安全管理水平。
【Abstract】 Coal is the primary energy and importantly basic industry of national economic and social development in China. But all kinds of mine disasters often occurring cause great financial losses and bring about negative social and political influence. Therefore, they have important actual meaning for avoiding the disasters to research major factors influencing mine safety mine safety, getting the management into shape, making scientific decision.This paper fully reviews the research status of safety management home and abroad, and analyses the problems in coal mine safety management. On that basis, according to systematic knowledge of pre-control, we make use of the three characteristics of chaotic systems:the dependence of the initial conditions, amplification and long-range correlation-the uncertainty of long-term behavior, people’s understanding of the parallel and industrial projects in the parallel theory, and build parallel pre-control security management system model. The model covers the pre-control and organization of individual pre-closed-loop control of two parallel. Operation of the system is based on initial conditions and on the principle of controlling the instability in an "amplification effect" and the principle of long-range correlation for the run. On the one hand, through a tree-type mine operating personnel safety education and training of unsafe behavior, unsafe behavior control, weak character control and security training, the habits, the individual pre-control to improve the individual rapid, sensitive and effective response to environmental change to achieve the process of pre-control that the staff aware of the hazards-identification-Decision-Implementation of the measures-consciousness raising. On the other hand, individual pre-control response is the element of organizations pre-control. And strengthening the capacity of individuals can improve prevention and control of pre-control response organization. At the same time, we can realize the initial conditions to achieve system stability and instability of the long-range correlation control by means of optimizing the organization, coordination superiority, through the assessment and encouragement, hidden parallel evaluation of hidden dynamic monitoring, investigation and production phases, systems, dynamic monitoring systems and underground hazards specific diagnosis. By parallel pre-control in mine safety management we put the safety management into shape and analysis and control the various elements that affect the security, meanwhile put forward corresponding measures to help achieve the best combination of safety management systems to improve security management.
