【摘要】 科学合理的灾后重建规划将为汶川地震受灾地区的重建工作提供基本依据。制订灾后重建规划时应以《汶川地震灾后恢复重建条例》为法律依据,在灾害调查评估的基础上科学布局,坚持"以人为本",积极恢复灾区群众的生活和生产。此外,还应处理好异地重建、移民安置和节约集约利用土地等问题。更多还原

【Abstract】 The rational planning was the fundamental basis for the reconstruction of Wenchuan earthquake affected areas.Post-quake reconstruction planning should be formulated according to regulations on post Wenchuan earthquake rehabilitation and reconstruction and on the basis of earthquake disaster surveys and assessments.The compilation of the post-earthquake reconstruction planning should insist on people orientation,give priority to the reconstruction of basic living and public service facilities and deal with ex-situ new construction,resettlement of migrants and intensive use of land effectively.更多还原
