基于WebGIS技术的齐齐哈尔市防汛指挥系统平台研究与实践
Research and practice of platform development of flood control decision-making system based on WebGIS for Qiqihar City
【摘要】 结合齐齐哈尔市防汛指挥系统研究和运行平台设计工作实践,详细论述了城市防汛指挥系统的结构原理和WebGIS平台架构,提出了"3库、3层、1平台、4大应用功能"的"3-3-1-4"城市防汛指挥系统架构和基于WebGIS技术的运行平台模型。齐齐哈尔市防汛指挥系统能够有效地利用汛情观测资料及其发展变化规律作出更加准确的评价、分析、预报和预测,其系统功能包括防汛信息的实时采集、传输和管理;汛情发展的动态监视、查询和发布;基于汛情资料、知识(指挥经验)和模型(科学分析)提供防汛会商和指挥调度的决策支持以及防汛指挥管理等。
【Abstract】 Based on the research of Qiqihar City’s flood control commanding system and practice of the system platform operation,the authors describe the structure principle of city flood control commanding system and its framework based on WebGIS.The system framework of "3 databases,3 layers,1 platform and 4 functions" and the operation platform model based on WebGIS are put forward.By applying the Qiqihar city flood control commanding system,the command can effectively use the flood observation data to perform evaluation,analysis and forecast accurately.The functions of the system include: real-time collection and transmission of flood control informations;dynamic monitoring,inquiries,release of flood evolution process;decision supporting for flood control consultation and commanding based on flood informations,experts’ knowledge and modeling analysis,as well as flood control management,etc.
