【摘要】 调研工业区为珠三角地区典型工业区,以电镀、线路板企业为主,是S市主导产业之一。以环境污染第三方治理为视角,对该工业区进行调研。该工业区第三方治理的形式为:各自企业通过市场行为寻找第三方治理企业;主要领域为企业环保设施的建设、运营,环境监测服务,环境咨询服务等。存在着市场规制法则不健全、监管与执法不完善、第三方治理行业不规范及缺乏经济政策引导等问题。从建立管理模式、规划现代化生态园区、编制管理办法及加大经济政策支持等方面提出了建议。更多还原

【Abstract】 The Pearl River Delta region,as a leading economic zone,is one of the most important manufacturing centers in China. The investigated industrial area is a typical industrial area in the region. Many electroplating and PCB enterprises are located in this region. It is the dominated industry of many advanced manufacturing industries in the city. This industrial area has made a significant economic contribution to the development of the region. However,it has become an important environmental pollution source as well. The third-party management over environmental pollution is an effective model to promote the marketization,specialization and industrialization of environmental pollution control. It is also a great innovation in the field of China’s ecological civilization. This paper conducted a survey of the industrial area from the view of third-party management over environmental pollution. The form of the third-party management in this industrial area was that each enterprise freely looked for the third party governance enterprises through market to manage the construction and operation of environmental protection facilities,environmental monitoring services,and environmental consultation services. There were some problems such as the imperfect market mechanism,the imperfect supervision and law enforcement,the lack of standardization of the third-party management over environmental pollution and the absence of economic policy guidance.This article put forward some suggestions on establishing the management model,planning the modern ecological park,working out the management methods and increasing the support of the economic policy.更多还原
