【摘要】 中国石油海外业务经过近十余年的快速发展,已在海外形成非洲、中亚-俄罗斯、南美、中东和亚太五个油气合作区,海外油气田的开发建设还会持续较长时间。为少走弯路,有必要总结已完成的海外油气田地面建筑工程设计中的经验教训,找出对海外工程实施进度质量和工程投资影响较大的问题,既有对国际规范理解不到位的问题,也有对当地建设条件了解不深入的问题。通过分析不同国家设计标准的使用现状,探讨正确使用国内外标准规范方法,寻求解决工程设计问题的途径,为后续海外工程设计和工程管理提供参考。更多还原

【Abstract】 With rapid development of oversea projects,China National Petroleum Corporation has already built five oil and gas cooperative development areas in Africa,Middle-Asia(Russia),South America,Middle East and Pacific Asia in recent ten years and further exploitation and construction will last for a long period in the future.To avoid detours,it is necessary to summarize successful experience from ground engineering design in oversea oil and gas field projects,learn lessons from former failures and find out major problems existing in process,quality control and investment of such projects.Two major reasons leading to occurrence of these problems include incomplete comprehending on foreign codes,standards and specifications and imperfect understanding on local construction conditions.Analyzed are differences between application of international codes,standards and specifications in different countries,discussed is how to follow China national and international codes,standards and specifications appropriately and discussed are some solutions to ground engineering design problems existing in oversea oil and gas field development projects,which can provide valuable reference for future oversea engineering designs and management.更多还原
