【Abstract】 Protecting and restoring aquatic ecosystems to maintain the health and beauty of rivers and lakes is an important responsibility and task in the new era. According to the new way of water management, and focusing on the requirement of reinforcing supervision and making up shortcomings, this paper systematically answers key issues such as what, why and how for the protection and restoration of aquatic ecosystem, puts forward the concepts based on the two-tier structure, and summarizes the problems and causes. The new key findings and general strategy of the protection and restoration of aquatic ecosystem are set forth.
